Description
Amendment 3 to the Combined Synopsis/Solicitation number AG-4101-B-07-0007 is issued to provide the Governments response to vendors questions. 1. QUESTION: Will a contractor have access to NRCS computers to create maps and get soils information for the CNMP plans? ANSWER: No, NRCS can provide a map(s) after award, if requested. 2. QUESTION: If a contractor receives an award for a particular part of the state, for example North East and another contractor is approved for that area, how will it be decided who gets the available work? ANSWER: Award will be based on the most advantageous offer to the government, price and other factors considered. 3. QUESTION: If a contractor is awarded an area of the state and no one else bids on that area is that contractor then expected to do all available work for that area? For example he may want to do poultry plans but not dairy operations. ANSWER: Yes, the contractor would be expected to do all plans for that area. At this time; however, NRCS does not currently plan to award any dairy operation CNMP's under the proposed blanket purchase agreement, only poultry. 4. QUESTION: If more than one contractor bids on the same area of work and both are approved for work in that area will the rates be standardized for them or will they be working at the rates they bid in at? ANSWER: A price will be requested for each order (BPA call) as requirements are identified. 5. QUESTION: For the Price quote, what kinds of farms will this quote pertain to and what size will these farms be? Is it possible to create a spreadsheet that lists the different kinds of farms, as well as the different sizes, along with their price structure? ANSWER: Refer to the amendments (2) to the combined synopsis/solicitation.
