Description
Furnish all labor, equipment, and materials required to demolish a 9,400 square foot building on Moody Air Force Base; and remove all resulting material and debris in accordance with Air Force instructions and State of Georgia laws. the demolition will result in a ground level even with surrounding area. NEW INFORMATION SITE VISIT SCHEDULED FOR 11 SEP 07 0900. PLEASE CONTACT ELLEN FEAZELL FOR INFORMATION. DEMO WG OFFICES/ADMIN, B102 PROJECT NO: QSEU 06-0144 PART 1 -- GENERAL/SCOPE 1.1. The work consists of furnishing all labor, equipment, and materials required to demolish a 9,400SF building on Moody Air Force Base; and remove all resulting material and debris in accordance with Air Force Instructions and State of Georgia laws. This demolition will result in a ground level even with the surrounding area. See attached maps/illustrations for work locations. 1.2. Prior to commencement of work, the Contractor shall attend a pre-construction meeting at the Contracting Office, located at 4380B Alabama Road, Moody AFB. The Contracting Office will notify the Contractor as to the specific time and date of the meeting. 1.3. The Contractor shall store or place materials and equipment only in areas specifically provided by the Government. 1.4. The Contractor shall follow procedures and instructions applicable to Moody AFB for obtaining entrance to any restricted area. These procedures and instructions will be briefed during the pre-construction conference. 1.5. The Contractor shall be responsible for the safety of on-site personal. The Contractor shall comply with OSHA safety requirements and the Georgia Department of Transportation in the prevention of accidents. 1.6. A final inspection will be held no later than the last day of the contract performance period. All items previously identified, will have been corrected and the final cleanup performed. PART 2 ? EQUIPMENT The Contractor will only use equipment that is in good working order; Contractor will not use equipment that is known to be defective and could cause harm to workers, Air Force personnel or Air Force assets. PART 3 -- WEATHER LIMITATIONS The Contractor will proceed directly off of the airfield once notified on lightning within 5 nautical miles of Moody AFB. Notification can come in the form of an announcement from the loud speaker system or notification from the contracting officer. PART 4 -- METHOD OF OPERATION AND TRAFFIC CONTROL 4.1. The Contractor shall ensure that any part of the demolition process is conducted in strict compliance with all local, state, and federal environmental statutes and regulations, including, but not limited to, regulations promulgated under the Resource Conservation Recovery Act, 42 U.S.C. 6901, and the Comprehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. 9601. 4.2. The Contractor and the Contracting Officer's representative shall jointly perform an inspection of the work area before demolition commences. Proper ground level for completion shall be verified and any existing damage to the pavement systems, and surrounding areas shall be documented during this inspection. 4.3. The Contractor shall provide all cones, barriers, lights, signs, placards, flags, and flagging personnel necessary to establish an adequate work zone and traffic control in and around the work zone to reduce work and traffic interruptions. The Contractor will establish and maintain work zones as necessary throughout the period of the contract, prominently identifying potential hazards and dangers to personnel and traffic in or near the work area. 4.4. The Government specifically reserves the right to reject the use of any equipment or demolition process which the Contracting Officer determines may pose unnecessary risks to human health, or the environment as a result of its use, storage, or disposal. PART 5 -- PAVEMENT DAMAGE REPAIRS The Contractor at the Contractor?s expense shall repair any damage to the pavement surface, joints, joint and crack seals, or other Government property. The Contracting Officer prior to performance of the repairs shall approve methods and materials to be used for repairs. Repairs shall be affected and completed within the performance period for the contract. PART 6 -- CLEAN UP All debris, waste, and products generated by the demolition operations shall be removed from the airfield, and disposed of in strict compliance with all applicable state, local, and federal environmental statutes and regulations. PART 7 -- QUALITY CONTROL Quality control will be conducted by the Civil Engineering representative through the Contracting officer. The CE representative will indicate any discrepancies in the Contractor?s workman ship. PART 8 -- ENVIRONMENTAL PROTECTION 8.1. Protection of land resources: It is intended that the land resource within the project boundaries of work performed under this contract preserved in their present condition. After completion of contract, restoration will appear to be natural and not detract from the appearance of the project. Insofar as possible, the contractor shall confine his activities to areas defined by the plans and specifications. 8.2. Restoration of landscape damage: Any landscape feature scarred or damaged by the contractor's equipment or operations shall be restored as nearly as possible to its original condition at the contractor's expense. The contracting officer will decide what method of restoration shall be used and whether damaged shall be treated and healed or removed and replaced. 8.3. Protection of water resources: The contractor shall not pollute streams, lakes, or reservoirs with fuels, oils, bitumen, calcium chloride, painting materials, acids, or other harmful materials. It is the responsibility of the contractor to investigate and comply with all applicable Federal, State, County, and Municipal laws concerning pollution of rivers and streams. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in streams through or adjacent to the project area. 8.4. Ensure any asbestos, lead or other hazardous materials are abated according to state and local guidance.
