Description
Question 1: In Section IV Part 14I, the RFP states that light bulbs will be replaced. According to DOL labor rules a Janitor can not do this task. A Maintenance Mechanic or Electrician is required for this work. Is it the Government's intent to expand the scope of the contract to include more than janitorial work? Answer 1: This was an oversight on the Governments part. The contractor will not be required to replace light bulbs; however if they break light bulbs or light fixtures, it will be the contractor?s responsibility to replace/purchase the light bulbs or light fixtures. The contractor should report any light bulbs or light fixtures that need to be replaced (these are broken or burnt) to the COR. Question 2: Similarly in Section IV Part 15 various requirements also call for a Maintenance Mechanic to perform such requirements as (but not limited to) remove and reinstall blinds and cleaning the interior of light fixtures. Is it the Government?s intent to expand the scope of the contract to include more than janitorial work? Answer 2: This was an oversight on the Governments part. Section IV, Part 15.B.v.2. will be replaced with the following statement: Wash all interior windows. All film, dirt, smudges shall be removed. Clean Venetian Blinds in all rooms with polished or damped cloth to remove dust and residue. Statements that refer to Light Fixtures will read as follows: Visually inspect all exposed light fixtures and all accessible components and report if they are dirty, dusty, or have trapped dead bugs and report bulbs that need replacement. Question 3: In Section IV Part 15 there are requirements such as (but not limited to) cleaning and waxing of cabinets in the laboratories, as well as removing, cleaning and reinstalling blinds. Normally it is not the responsibility of a janitor to do work in a laboratory beyond picking up trash, sweeping, mopping and waxing of floors because of dangers present to an untrained person in such an environment. Chemicals, organic and inorganic compounds, and other potentially dangerous situations may be present on or in benches and cabinets. These should only be dealt with by laboratory personnel trained and knowledgeable of the individual circumstances in each lab. Is it the Government's intent to expand the scope of the contract to include more than janitorial work? Answer 3: It is not the intent to expand the scope of the contract to include more than janitorial work. There are some labs at these facilities that do not keep "Chemicals, organic and inorganic compounds, ? present on or in benches and cabinets." The scope of the contract requires the cleaning, waxing, and wiping of the outside of the cabinets due to the amount of dust brought in from the field. If there are such labs that do have "Chemicals, organic and inorganic compounds, and other potentially dangerous situations?" these labs will be handled differently. We do not expect the contractor to clean above or around the glass of an active fume hood. We would also not expect cleaning that requires the contractor to move documents; there may be times when the contractor cannot perform their job around experiments or in rooms that have active sensitive experiments; and/or in rooms where there may be situations that prohibits the contractor to perform their job; these will be addressed at the time of the occurrence. Question 4: Will storage space be provided at each location or will the contractor be required to transport materials on and off site? Answer 4: There is storage space.
