Description
CANCELLED...The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) intends to acquire services for the visual survey of Asian Longhorned Beetle (ALB) host trees using tree climbers, and bucket trucks, if required, within the State of New York. These services will cover the infestation in Manhattan, NY. ALB bores into and kills a variety of tree species including, but not limited to, species of Elm, Maple, Birch, Willow, Box Elder, Horsechestnut, Buckeye, European Mountain Ash, Ash, Poplar, Mimosa, Hackberry, London Plane, and Sycamore. This nonnative pest has the potential to spread to other areas of the United States and cause extensive losses to ornamental and commercial tree species. As a consequence, the Secretary of Agriculture declared an emergency for the eradication of ALB in the areas identified. Visual surveys using tree climbers and bucket trucks to perform the inspections are a vital component to the success of the ALB Eradication Program. USDA is looking to accomplish two goals through these survey contracts: 1) Detect all ALB infested trees in order to eliminate the infestation as quickly as possible and 2) Confirm eradication by accomplishing repeated negative surveys on all ALB host trees within the targeted areas. The contiguous survey area in Manhattan, New York, is approximately 7 square miles and contains both publicly accessible and limited access trees. The publicly accessible trees are those trees located along streets, boulevards, highways, railroad right-of-ways, wetlands, bogs, and marshes as well as those in parklands, industrial parks, wood lots, housing developments, cemeteries, etc. Limited access trees include all host trees located in alleys, courtyards, front yards, backyards, and on terraces and rooftops, etc. There are an estimated 7,842 publicly accessible trees (1,897 less than 8? DBH, 3,369 between 8? and 16?, and 2,576 are 17? or greater) and 7,817 limited access trees (4,409 less than 8? DBH, 1,844 between 8? and 16?, and 1,564 are 17? or greater) in the survey area. The survey of publicly accessible trees will include both tree climbing and bucket truck services and will be in the form of a firm fixed price, completion type contract. The inspection of limited access trees will include both tree climbing and bucket truck services and will be in the form of a time and material type contract. The contracts are anticipated to last for 12 months beginning September 1, 2006 (or date of award) through August 31, 2007 with unilateral options up to four years to extend the effective period. The government may elect to award a single contract or to award multiple contracts for the same services to two or more sources under this solicitation. The solicitation will be issued on an unrestricted basis, however, award preference will be provided to companies qualified under the Small Business Administration HUB Zone and Section 8(a) programs and other small and small disadvantaged businesses.
