Description
Description: HORIBA ENDA E4500 CEM SYSTEM DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to the HORIBA Instrument Inc. to purchase the following: 1. HORIBA ENDA E4500 CEM System with sample conditioning systems for measuring NOX, SO2, CO, CO2 and O2. The system has 13 channels of analog inputs and 8 discrete digital inputs and 16 channels of analog outputs and 64 discrete digital outputs for integration into the data acquisition and process control systems ??? 1 each. This request is considered to be sole source to the HORIBA Instruments Inc because we must obtain a system that will be interfaced with an identical HORIBA SYSTEM that NETL already owns. The systems are used with a specially designed data acquisition and process control system designed and built by NETL that is not compatible with other analyzers. It must be compatible with the operating conditions and software of the existing system. It must physically interface with the existing government equipment without modification that would void or limit the existing warrantee. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firm???s ability to provide the services or work described above. Interested parties must provide rationale as to why they should be considered. Interested parties shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All interested firms must respond to DE-RQ26-07NT01134 by 05:30 P.M. EST, September 22, 2007. Therefore, no solicitation will result from this announcement. The North American Industrial Classification Code (NAIC) is 334516 . This award shall be made using FAR 13, Simplified Acquisition Procedures. This is a small business set-aside.
