- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ2007-44590 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. Delivery and acceptance will be at Atlanta, Georgia 30341. The National Center for HIV/AIDS, Viral Hepatitis, and STD on behalf of the Centers for Disease Control has a requirement for the following: Quantity 1 ? Bio-Plex Protein Array 200 System + HTF, 100-240V which includes Bio-Plex 200 reader, Bio-Plex 200 Micro plate Platform, Bio-Plex HTF, Computer, Flat screen monitor, Bio Plex Manager 4.1, Standard Edition Software, Workstation License, Calibration kit, Validation kit 4.0, MCV Plate III and Sheath Fluid. Quantity 1 ? Gel Doc XR PC which is a multicolor fluorescent imaging system capable of imaging fluorescent and densitometry samples. Allows for 3.0 orders of dynamic range, with picogram sensitivity for EtBr stained DNA. System to include 12 bit camera with 1.3 mega pixel resolution and motorized zoom lens with f/1.2 aperture for superior light collection efficiency. Also includes light-tight compact darkroom with slide-out UV Tran illuminator. Images ethidium bromide, SYBR green I & II, SYPRO Orange, Radiant Red, Fluorescein, Rhodamine, and Texas Red fluorescent dyes. CCD camera resolution: 1,360 x 1,024 pixels. Include TDS Quantity One Software for Win2000/XP, and instructions. Quantity 1- UV/WHT Light conv. Screen The provisions at 52.212-1, Instructions to Offerors Commercial, apply to this acquisition. The provision at 52.212-2, valuation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements (2) Ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition.
