Description
This notice is a combined synopsis/solicitation, for commercial items prepared in accordance with format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit offers on RML-RFQ-#7018. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19 dated 08-17-2007. This acquisition will be processed under FAR Part 12, Simplified Acquisition Procedures (SAP), Acquisition of Commercial Items and is a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. SCHEDULE: The Rocky Mountain Laboratories, (RML) is seeking an 8A, Hubzone, Service Disabled Veteran, or Small Business to provide a freeze-fracture system. This system shall have an integrated design permitting precise freeze-fracturing of liquids, gels, cell suspensions, tissues, viruses, isolated membranes, allow for flexible shadowing, an oil-free high vacuum pumping system with precise film thickness control. SCHEDULE: The freeze-fracture system shall have the following requirements and deliverables; 1) A load-lock manipulator capable of specimen transfer for error free and fast specimen exchange while maintaining constant high vacuum in the preparation chamber. 2) An automatically controlled pumping system with a molecular drag turbo pump with membrane backing pump that shall be free of hydro-carbon contamination. 3) Precise fracturing with the microtome comprised of a liquid nitrogen-cooled fracturing knife with manual or motorized motion (stepped motor), and precision advance with an anti-contamination device. 4) A flexible shadowing such that programmable digital control of two electron beam guns shall be capable of operating independently or operational for in-situ change of angles. Electron beam source angles shall be capable to be preset from 0 to 90 degrees for uni-directional, bi-directional and rotary shadowing as well as double axis rotary shadowing (DARS). 5) A precise specimen temperature control where Peltier elements are used for precise temperature ramping of the specimen stage. The specimen shall be protected by a Meissner trap. 6) An automatic bake-out system must be present for the cooling system. 7) A permanent evaporation control by a precise quartz crystal film thickness monitor and be active with an open and closed shutter for automatic process termination. 8) Must be capable to perform etching by exact controlled specimen temperature, simultaneous fracturing and evaporation. Inside delivery to RML 3(three) weeks from award of a purchase order. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial; FAR52.212-2 Evaluation Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, including delivery, price, warranty, and the best value to the government.
