Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Allergy and Infectious Diseases (NIAID) Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Altum Inc 11718 Bowman Green Drive Reston, VA 20190. Altum, Inc. is the only contractor with the expertise and experience to maintain and support both the Clinical Data Entry and Query System (CDEQ) and Monkey Business (MB) for the NIAID Laboratory of Molecular Microbiology (LMM) in a manner that addresses the required efficiency, economy and urgency of the project. This AIDS non-human primate research support project involves the continued enhancement and maintenance of database and web application technology in support of Dr. Malcolm Martin?s research program at the Laboratory of Molecular Microbiology, NIAID/DIR. Both MB and CDEQ are mission critical systems that support not only the LMM animal inventory and procedure scheduling but also act as repository of all the experimental data obtained from this. Over a period of more than 10 years, Altum has created both systems for the management and tracking of animals? availability and analysis of lab results. CDEQ was developed using a Commercial-Off-The-Shelf system, Infor MPC. Altum is the only contractor that has Infor MPC certified implementation consultants at NIH as well as experience accumulated over the past ten years with LMM. In particular, Altum is the sole distributor of Infor MPC to the federal government. Altum provides the software, the expertise in implementing it, as well as maintenance, support, and training. As a result, Altum is the only contractor with the institutional knowledge, in-place staff, experience, and skills required to meet the objectives of this task. The sole source determination is based on Altum?s institutional knowledge, in place staff, experience and access to the in infrastructure to perform this task. Altum is required to respond to unforeseen system problems, which may arise out of maintaining a legacy application such as Monkey Business, which was deployed in 1997. In addition, this legacy system is integrated with the new CDEQ system. Thus, the contractor needs to have expertise in both new and old technologies as well as experience with the existing system in order to efficiently provide programming support for the system. Therefore, an award to any other source cannot be made which will result in a compatible product. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. The acquisition is being conducted under simplified acquisition, procedures, and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541511 and the Standard Size is $23.0(million). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement.
