Description
This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Affymetrix, for Custom Malaria Gene Chip Design, in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-7039. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19 dated 08-17-2007. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541710 and the small business size is 500. SCHEDULE: The Rocky Mountain Laboratories, (RML), performs basic research contributing to the development of diagnostic reagents, therapeutics and vaccines against human bacterial pathogens. The contractor shall provide custom design of the 10,000 SNP detection platform, provide processing reagents for running Genomic DNA hybridizations on the Affymetrix fluidics station, and provide tagged address chips for analysis of the SNP genotyping effort. SCHEDULE: The contractor shall use their proprietary tools and algorithms to formulate the design of the 10,000 SNP platform. The contractor shall use Molecular Inversion Probe technology (Pat.#6,858,412). The Contractor shall utilize technology with accuracy of >99.5%, data completeness shall be at 97% or higher for this custom effort, and reproducibility shall be at 95% or higher. The quantity of genomic DNA required without amplification shall be no higher than 2.0ug for the 10,000 SNP platform. Throughput on the Affymetrix fluidics station shall be at least 48(forty-eight) genomic DNA samples per day. TrueTag arrays shall be included for the analysis of custom SNP panels. The SNP technology shall be easily scalable, such that the Project Officer may add additional SNPs, samples, purchase reagents or additional chips at appropriate volumes to the technology without additional design fees or problems. Software, in the form of a basecaller and browser shall be included that shall process the SNP data for the genomic DNA isolates in flat file and graphical form for analysis. The included software shall be capable to automatically call the genotypes as well as provide an environment for trouble shooting data. Integrated quality control and tracking shall allow for ongoing checks on the signal to noise ratio through the monitoring of the unexpected allele channels and built-in quality controls. Email or written reports detailing progress during the design phase shall be submitted to the Project Officer once per week describing progress. FOB Point shall be Destination, Hamilton, MT. Delivery shall be six (6) to 8(eight) weeks after receipt of the order by Affymetrix. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price, past performance, and the best value to the government.
