Description
The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Idaho Technology, Inc. 390 Wakara Way, Salt Lake City, Utah 84108, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. The NIEHS new Molecular Genetics Core Facility requires a LightScanner system for mouse tail genotyping. Idaho Technology, Inc. is the only know source offering a product that meets all minimum requirements. NIEHS anticipates a high volume of these samples to be processed annually. The Idaho Technology LightScanner Part #LSCN-ASY-0011 performs analysis in 5-10 minutes, which allows the users to meet the work volume anticipated. Specific NIEHS requirements are as follows: (1) Post-PCR high resolution DNA melting curve analysis - closed tube system - samples should not require any processing, additional reagents or separation following PCR; (2) Capable of analyzing 96 or 384 samples simultaneously in a plate format - provide specialized application specific software that collects and analyzes the fluorescence data for the applications of mutation detection/discovery and genotyping/SNP (Single Nucleotide Polymorphism) detection; (3) Must support LCGreenO Plus double stranded DNA binding dye chemistry - must have light-emitting diodes (LED) set at 470nm +20nm; (4) Electrical resistive 96 or 384 well block heating system; (5) high-precision temperature control with heating ramp rates set to 0.1 degree C/sec.; (6) Temperature accuracy of less than 0.15 degree C and a temperature uniformity across the plate of +.03 degree C; (7) Rapid and continuous data acquisition with a min. of 100 data points per 0.1 degree C and a total melting time of less than 10 minutes; (8) Includes analysis software capable of differentiating wildtype and mutant alleles and classifying DNA samples by melting patterns associated with base composition - software should perform data normalization, temperature shifting and display subtractive difference plots, and perform cluster analysis to group similar samples; (9) specificity for determining the genotype of a DNA sample of 99.5 percent for samples less than 600 bp; (10) process a minimum of 4608 wells in an 8 hour workday in 96 well format and 18,432 wells in an 8 hour work day in 384 well format; (11) supplied with dedicated high performance computer; and (12) must use 96 well micro plates and have the ability to use 10 ul reaction volumes or 384 well micro plates with the ability to use 5ul reaction volumes. Respond to this requirement by submitting written capabilities/specifications to the Contract Specialist at the above address. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Idaho Technology, Inc. The NAICS Code/Size is 334516/500 EMP. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
