Description
The Department of Homeland Security, Federal Emergency Management Agency (FEMA) has the following requirements: The Contractor shall be responsible for, and shall account for; each generator and all GFE and GFM received from the Government until such time as all scheduled on site generator maintenance activities have been completed and the Contractor is relieved of this responsibility in writing by the Government. If, through the Contractor?s fault or negligence, any damage occurs to existing facilities, equipment (to include fuel caddies), or other real or personal property, the Contractor shall provide immediate, accurate notification and documentation of the incident to the Contracting Officer or authorized representative. The Contractor shall be responsible for repairing or replacing item(s) in question at no cost to the Government. Any repair or replacement of the same shall first be coordinated with, and approved by the Contracting Officer or authorized representative. If an item is not repaired or replaced by the contractor, payment will not be made to the contractor until the situation is resolved to the Contracting Officer?s satisfaction. As a minimum, there will be a one annual load test with a concurrent run-up and inspection conducted on the following systems and subsystems of the generators provided for load test. The Contractor shall perform remedial and/or preventive maintenance upon notification by the TLC Supervisor or his designated representative. Scheduling for all work will be coordinated in advance with the TLC Supervisor or designated representative. The Generator Lubrication System: 1. Inspect for corrosion, loose hardware, leaks, seeps, and serviceability. 2. Oil and oil filters, will be changed and serviced in accordance with (IAW) manufacture?s specifications. 3. All grease zerks will be lubricated with grease IAW manufacturer?s specifications. 4. All oil pumps and oil lines will be checked for security, chaffing, fraying, leaks/seeps and any condition that may affect serviceability. 5. Oil filler cap and oil status dipstick shall be present and in serviceable conditions. 6. All other hardware will be inspected for security and serviceability. 7. All discrepancies will be reported to the FEMA LC-Atlanta Maintenance supervisor and verified by on site FEMA representative. The Generator Fuel Supply and Return System: 1. Inspected for leaks seeps, security and corrosion. Integral fuel tanks will be inspected for security of attachment. 2. Fuel tank filler cap inspected for serviceability. All fittings and lines will be inspected for security and serviceability to include chaffing and weather cracking. 3. All generators are to be maintained with their fuel tanks dry at all time. 4. All other hardware shall be inspected from security and serviceability. 5. All discrepancies will be reported to the FEMA LC ? Atlanta Supervisor and verified by FEMA on site representative. The Generator Cooling System: 1. Inspected for security, leaks, seeps and serviceability of the fan, radiator, water pump hoses, thermostat, coolant overflow tanks, and associated hardware. 2. The radiator will be inspected for full flow through operation to ensure that the vents and vanes are not bent, clogged or otherwise damaged and radiator caps are serviceable. 3. The hoses will be inspected for breakdown, weather cracking, or other damage that may affect serviceability. 4. Thermostat functions IAW manufacture?s specification. 5. The radiator coolant level will be filled to manufacturer?s specifications with the proper coolant/anti-freeze and water mix to protect to a minimum of (-) 25 degrees. 6. All other hardware will be inspected for security and serviceability. 7. All discrepancies will be reported to the FEMA LC ? Atlanta supervisor and verified by FEMA on site representative. Load Test: Generators shall be operated a minimum of fifteen minutes and a maximum of thirty minutes to achieve normal operating ambient temperatures before applying load. (Specifications for load criteria can be found in the Maintenance Manuals for the specific generator.) All generators shall be run up to prescribed temperatures and oil pressure standards prior to load banking. Loading shall be done in step sequences until at least 100% of the load designed for that unit is reached. Whenever possible the Contractor shall perform both reactive and resistive load testing of the generator. All checks list pertaining to load bank is to be verified by checklist sheet (Section D, Attachment1). Scheduling for Load Bank testing will be on an on call basis. In most cases Load Banking will be scheduled to incorporate as many units as possible during each service call. Due to circumstances Load Banking may be done in groups over a period of time specified by the LC ? Atlanta supervisor. Run time to be documented fro generator time meter to include readings in tenths. All meters found to be not operational will be verified by on site FEMA representative. Contractor?s Technician will maintain constant observation of a generator under load to prevent damage due to equipment failure. Any fault noted by the Contractor during load test must be verified by on site FEMA representative, while unit is being tested. Should a condition develop that would cause damage to a generator, the Contractor will apply emergency shut down procedures as prescribed by the manufacture for that specific unit. Remedial Maintenance/Repair Parts: The Contractor shall performed Remedial maintenance upon notification by the TLC Supervisor or his/her designated representative. The Contractor shall be responsible for development of a ?cost to repair? estimate to include labor rates and hours, parts, cost plus appropriate overhead and profit for any generator, which may require major maintenance (disassembly of any major system or sub-system for analysis of discrepancy and repair). The Contractor will also provide a ?cost to repair? estimate for minor repairs or parts requested/required. The Product Parts List submitted by the Contractor along with the specified Labor Rate in the Contract Line Item will be the mechanism utilized by the Government to verify the Contractor?s cost to repair estimate. Deliverables: Scheduled Service Periodic/Status Reports; 1. Contractor shall provide the TLC supervisor and/or designated representative reports as follows: a. Scheduled Service Periodic/Status Reports. The Contractor shall prepare a Scheduled Services Period/Status Report for each generator serviced under this Contract. A consolidated report shall also be provided on the last working day of the month that services are performed. The TLC supervisor and Contractor will jointly determine the frequency and format of these reports. b. Deficiency or Damage Report. The Contractor shall prepare Deficiency or Damage Reports for each generator tested during annual maintenance activities that requires repair. A ?cost to repair? estimate, including labor and parts estimates, shall be included in the report. Items note, which could potentially affect the safe operations of a generator shall be reported to designate FEMA onsite representative shall then decide upon the proper course of action and direct the contractor to either make suitable adjustments or to leave the generator repairs to another time. c. Daily Progress Report. The Contractor shall provide a written assessment of work accomplished each day that on-site maintenance preventive checks and services are provided in a format agreed to by the TLC supervisor and Contractor. d. Report Frequencies. The Contractor shall provide reports to the TLC Supervisor or designated representative at the following frequencies: Report Frequency Notes: 1. Scheduled Service Periodic/Status Report Upon Completion of Checks & Services of Each Unit All Generators. 2. Deficiency/Damage Reports/Daily As Required. 3. Daily Progress Report/Daily Outlines work completed for each work-day The Contractor shall be responsible for providing the above documentation including as a minimum: total number of generators services in past 24hrs, KW size, serial number, FEMA Barcode. Supporting Information: The Government shall provide all oils, lubricants, filters and coolant (specifications to provided by the government) when available for services at the maintenance area. A limited number of fuel caddies for Contractor use. Fueling, utilizing GFE fuel caddies shall be accomplished in accordance with safety procedures. At no time will any fuel be added to the internal or external fuel tanks for any reason. At no time shall the generator be allowed to run out of fuel if it is under any type of load. Only appropriate fuel grade shall be used in accordance with manufacturer?s specification. Generations damaged as a result of running out of fuel or being fueled with the wrong type of fuel shall be the responsibility of the Contractor. Repair or replacement of the generator shall be the sole expense of the Contractor. The Contractor shall furnish, as minimum, fuel absorption matting, with shall be placed around fueled equipment to include fuel caddy. Matting shall have an impermeable backing to prevent the fuel from contaminating the soil supporting the equipment. The Contractor shall provide all cables for load bank services at the maintenance area. The Contractor is authorized to utilize other contractor owned or furnished equipment as necessary in the execution of this contractor at no additional cost to the Government. The Contractor shall ensure the maintenance site is returned to its previous conditions. Hazardous and Toxic Waste Disposal: The Contractor shall provide all hazardous toxic waste containment equipment/supplies required for performance of this Contract at the on site generator maintenance area. Contractor shall be responsible for disposal of all waste materials generated during services and run-ups prior to demobilization. The Contractor is responsible for recover and proper disposal of all used fuels, fluids, contaminated fuels, filters, rags, matting, tarps, used oils and filters, packing materials and all other material related to the maintenance and service of the generators and all other hazardous materials. Disposal shall be in accordance with federal state, and local environmental disposal regulations. Inspection and Acceptance: The Government may inspect the work as the Contractor progresses. However, the Government reserves the right to inspect at a later time. Work will not be accepted and payment will not be made until all scheduled on site generator maintenance activities have been satisfactorily completed, GFE is returned in similar conditions it was provided to the Contractor and the maintenance site is returned to its previous condition. The Contracting Officer and/or designated representative and FEMA LC-Atlanta Maintenance Supervisor will perform work inspection. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. The North American Industry Classification System (NAICS) code for this procurement is 811310, with a size standard of $6.5 in millions in dollars. This announcement constitutes the only solicitation. Sources would be required to provide the managerial, administrative, supervisory, direct and overhead personnel as necessary to accomplish all of the operational, maintenance and repair functions included in any resultant contract. Government Furnished Equipment (GFE) such as fuel candies will be made available for contractor use. Government personnel will assist in moving generators, via forklift, when available in order for the contractor to perform under the contract. The availability or non-availability of Government personnel does not relieve the Contractor from performing the required services of the resultant contract. The Contractor shall be responsible for providing all labor, supervision, transportation, special tools, and equipment, internal services and operating manuals, parts manuals, wiring diagrams, shop materials, all supporting logistics and supervision necessary and required to perform and complete the requirement of the Contract. The procurement will be proceeding as a small business set-aside. If the procurement proceeds as a small business set-aside, it will be done in accordance with FAR 19.502-2. Solicitation Number HSFEHQ-07-Q-0205 is being issued as a Request for Quote (RFQ) with the intent to award an Firm Fixed type contract two weeks after receipt of offers.
