- Description
- The Department of Homeland Security, Immigration and Customs Enforcement (ICE) intend to award a sole source contract to Standard Parking, Inc. on the basis of other than full and open competition under the authority of FAR 6.302-5. The Government has determined that Standard Parking is the only company capable of providing this service because the owner of the building leased the parking garage to Standard Parking only. The period of performance will be a seven month base period with five (5) one month option periods. This procurement is not a Small Business Set Aside, and Standard Parking is not a Small Business under the North American Industrial Classification System (NAICS) code 812930. The Government intends to negotiate solely with Standard Parking pursuant to 41 U.S.C 253 (c) (1) as sited in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy the agency needs. Therefore, Standard Parking, Inc. is the only responsible source than can immediately satisfy the Governments requirement and has the qualifications to justify the exception to full and open competition under 41 U.S. C 253 (c ) (1). This notice satisfies the requirement of FAR 5 for publicizing contract opportunities. Firms wishing to challenge the sole source decision must provide a letter of interest, referencing solicitation number HSCEOP-07-R-00039. Businesses must provide rationale, including pricing, why they should be considered. Any questions or comments pertaining to this notice shall be faxed to (202) 353-1656, Attn: Gwendolyn Murphy, DHS, Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAQ), no later than September 11, 2007. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRE-SOLICITATION NOTICE. This notice is provided as information to the marketplace in accordance with FAR Part 5. All feedback received will be taken into consideration; however, the agency reserves the right to not utilize the comments or any other information provided. This notice in no way obligates the Government to award any contract. ICE is not responsible for any costs incurred by responding to this notice.
