Description
DUE TO THE SIZE OF THIS DOCUMENT, ATTACHMENT 1 THROUGH ATTACHMENT 4 WILL BE POSTED AS A SEPERATE DOCUMENTS!!!! (Performance Work Statement (PWS) and full text clauses). This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSCG23-07-R-MMN648 and is issued as a request for proposal (RFP). This RFP is a direct result of RFI HSCG23-07-I-MMN648. This RFP incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-18. The associated North American Industry Classification (NAICS) code for this procurement is 519190. This is not a small business set aside. The United States Coast Guard (USCG) has a requirement to acquire, Commercial Off-the-Shelf (COTS) hardware with related operational software, and obtain Contractor technical and administrative support services for the USCG Office of Port and Facility Activities (CG-3PCP2) Transportation Worker Identification Credential (TWIC) Biometric Hand Held Reader System by modifying, deploying, and implementing modifications to the software to meet the USCG?s specific needs. THE SCOPE OF THIS EFFORT IS SPECIFIED IN AN AMENDMENT CONTAINING A PWS. (SEE AMENDMENT 1) The following FAR Subpart 12 provisions and clauses are incorporated by reference: The 52.203-6 Restrictions on Subcontractor Sales to the Government, Alternate I; 52.204-6 Data Universal l Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.212-1 Instructions to Offerors?Commercial Items; 52.212-4; Contract Terms and Conditions?Commercial Items; 52.239-1 Privacy or Security Safeguards , 52.212-3 ALT I Offeror Representations and Certifications -- Commercial Items. 52.217-5 Evaluation of Options; and 52.217-6 Option for Increased Quantity. In accordance with FAR 52.212-2 Evaluation of Commercial Items, the following factors will be utilized to evaluate offers in the following order of importance: Technical Approach, Past Performance, and Price (Technical Approach is more important than Past Performance and Price, Past Performance is more important than Price.) Only written proposals will be accepted and must be received and identified by RFP Number HSCG23-07-R-MMN648 by 12:00 pm (EST) on September 17, 2007. Note, all questions or concerns regarding any aspects of this RFP package should be forwarded to this office not later than noon September 12th, 2007 so that they can be addressed or clarified prior to the quote submission.
