Description
The Air Combat Command Acquisition Management and Integration Center (ACC AMIC/PKC) of the Department of the Air Force intends to issue a Request for Proposal (RFP) for the Operation and Management of the Tethered Aerostat Radar System (TARS) Requirement. The primary mission of the TARS program is to provide low-level, radar surveillance along the southwest border of the United States and Mexico, the Straits of Florida, and the Caribbean in support of NORTHCOM?s and SOUTHCOM?s counterdrug (CD)/counter-narco terrorism (CNT) missions. There are currently eight operational TARS sites at Lajas, Puerto Rico; Cudjoe Key, FL; Rio Grande City, Eagle Pass and Marfa, TX; Deming, NM; Ft. Huachuca and Yuma, AZ. The contractor will provide complete Program Management, Operations and Maintenance (O&M), Mission Support, Life-Cycle Management and Transition support required to perform effective and efficient TARS operations. Maintenance capability will primarily be implemented in accordance with Air Force Instruction (AFI) 21-116, Communications-Electronics Maintenance Management. The contractor will provide: (1) all personnel required for overall management and supervision of daily maintenance activites, (2) for operation, inspection and repair of TARS-associated equipment, (3) for inspection, repair, procurement, and/or fabrication of TARS depot-level maintenance, and (4) life-cycle management (cradle-to-grave) support This acquisition will be unrestricted meaning that competition will be full and open. Therefore, proposals from all sources will be considered. The requirement for full and open competition will be met through requests for competitive proposals. The North American Industry Classification System (NAICS) Code for this requirement is 517910, Other Telecommunications. A Pre-proposal Conference for subject solicitation will be held on 09 Oct 07 at 0900 at the ACC AMIC 3rd floor Conference Room located at 11817 Canon Blvd, Newport News, VA for the purpose of answering questions regarding the solicitation. Following the Pre-proposal Conference, a visit to the TARS Warehouse at 3601 Koppens Way, Chesapeake, VA will begin at 1300. Site Visits will be conducted as follows: 11 Oct @ 1000 Marfa, TX site, 13 Oct @ 1000 Eagle Pass, TX site and 15 Oct @ 1000 Cudjoe Key, FL site. Details about the Pre-proposal Conference and Site Visits were posted to the Federal Business Opportunities (FedBizOpps) website, www.fbo.gov, on 29 Aug 07. The solicitation will be issued as an RFP utilizing Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, policies and procedures. The resultant contract will be a Fixed-Price with Award Fee and Cost-Reimbursable Line Items contract. The Government plans to release the RFP on or about 24 Sep 07. The RFP will be made available only on the FedBizOpps website. The closing date for receipt of proposals is tentatively scheduled to be 07 Nov 07. Telephonic or written requests for this RFP will not be honored. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates on the acquisition and/or amendments to the solicitation. The Government seeks to award to an offeror using the Best Value approach. With this approach, the Government determines the offer that provides the greatest overall benefit in response to the requirement based on an analysis of evaluation factors included in the solicitation. The anticipated date of award is 23 Jun 08. The anticipated contract start date is 01 Oct 08 with a transition period from 01 Aug 08 to 30 Sep 08. The anticipated period of performance is a one-year base period and six one-year option periods.
