- The 12th Contracting Squadron at Randolph AFB intends to negotiate on a sole-source basis with Sound Distributors, Inc. 4242 N Pan Am Expressway, San Antonio, Texas 78218 for a complete upgrade to an existing Public Address/Video/Audio System. This is a streamlined combined/synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only notice. A written solicitation will not be issued. This requirement is issued as a request for quote to Sound Distributors, Inc. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-19. The resultant award will be firm fixed-price. The NAICS Code is 443112, the size standard is $8M. IAW 13.501(a)(1)(ii) this requirement is a sole source acquisition under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). SOLE SOURCE NATURE OF ACQUISITION: The Officer?s Club at Randolph AFB, TX hosts numerous conferences throughout each year and needs a reliable, user-friendly, quality audio system. This entails a major upgrade to the existing audio system. The new system must tie in to the current paging/ announcement system while permitting independent use by conference attendees in several other rooms throughout the club. The quality of sound must be of the highest level and will come through a combination of existing hardware and speakers, and newly supplied equipment. New equipment must be flexible enough to work with the existing equipment and be able to accept additional equipment from external sources. The new equipment proposing to be furnished/installed is listed at Attachment 1. Sound Distributors, Inc. is the supplier of the current equipment and has provided the wiring and maintenance for sound systems in the club since the late 1980?s. They are familiar with the facility and the oddities of working in the 77-year old building which covers over 40,000 square feet on three floors. They have worked with the challenges of walls that can be more than 2 feet thick. They know where they have working space in the ceiling, crawl space below the floor, and where they do not. The decades long supplier relationship of both equipment and maintenance makes them uniquely qualified to meet the club?s needs. Any responsible sources who can provide the above requirement at the prices, terms and conditions, equal to or better than those which can be provided by Sound Distributor Inc should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement.
