Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is being issued for use in proposal preparation. ALL QUOTES ARE DUE BY 11:30 A.M.. EST MONDAY, 17 SEPTEMBER 2007. Solicitation No. FA8601-07-T-0077 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-19, Effective 17 Aug 2007 and Class Deviation 2005-o0001. This acquisition is full and open competition. 88 CONS/PKB anticipates awarding a contract to procure a Fixed Price contract for the base year (01 October 2007 thru 30 September 2008) to inspect and repair coal conveyor belts at Wright-Patterson Air Force Base in Ohio. Four (4) one-year option periods may be awarded. Requirement consists of semi-annual inspection services, reporting those conditions including recommendations and making repairs as necessary of each of the two coal conveyor belts associated with the base central heating plants at Buildings 20770 and 31240, Wright-Patterson AFB, Ohio. Repairs may be necessary following inspections or on an on-call basis. The contractor shall furnish equipment, labor and materials to complete the work. The solicitation is attached to this synopsitation. The NAICS code is 811310. Award will be made using a lowest price technically acceptable methodology described in FAR 15.101-2. This RFQ is being conducted as a commercial procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. After the solicitation has been posted, it is incumbent upon the interested parties to review the web site frequently for updates to the documents. The contractor is to provide services specific requirements in accordance, but is not limited to the Performance Work Statement (PWS), (Atch 1 to SF 1449). The PWS is attached to this combined synopsis/solicitation. Responding contractors shall include adequate details of the specification from the PWS and descriptive literature with their quotations to enable the government to make a complete evaluation and appraisal of the quotation with respect to the requirements set forth in this combined synopsis. The offerors shall make a clear statement in their quote that the proposal is valid for sixty (60) days from when the quote is signed and dated. Evaluation will be based on technical acceptability and price. The Contracting Officer will evaluate quotations based on the evaluation factors listed in this solicitation and the information furnished by the offeror. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. Contract financing will NOT be provided for this acquisition. By submission of a quote, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation. The government will make an award from this request for quotation to the responsible offeror whose quote is the lowest priced technically acceptable. The government reserves the right to not make an award at all. Applicable provisions and clauses are contained in the SF 1449 attached.
