BEPT Addendum 1 1. Award criteria basis is price, past performance, and technical acceptability. 2. Contractors please include your CAGE code with your proposal. BEPT Questions and Answers 7 September 2007 1. Please clarify what the proposal response should consist of (there is no mention of a cost proposal vs.narrative/technical proposal and what these each - if required - should include.) Answer: Proposal response should consist of narrative, technical and total cost proposal based on the items identified in the SOW (Scope, Specification, Contractor Task, Report and Deliveries, Delivery Schedule Review and Test). 2. What are the basis / criteria for the selection? Answer: The criteria for selection are price, past performance, and technical acceptability 3. What format should the proposal be in; i.e., SF 330 or some other format? Answer: MS WORD and/or .pdf, use the format of your choice. 3. What specifically should I be submitting as part of the proposal - price only, technical qualifications only, or both? Answer: Proposal response should consist of narrative, technical and total cost proposal based on the items identified in the SOW (Scope, Specification, Contractor Task, Report and Deliveries, Delivery Schedule Review and Test). 4. If technical qualifications are required, what needs to be submitted - past performance, resumes, firm profile, etc.? Answer: past performance (working with ACES-RP, ACES-PM, Content Management System, web development, Oracle 10GR2, ArcIMS, ArcSDE, ArcGIS) 5. Should the price proposal be packaged separately from the technical proposal? Answer: yes 6. What evaluation criteria will be used to determine who is selected? Answer: technical, price, and past performance. 7. Is there a technical point of contact I can talk to about the project if I have other questions? Answer: All questions should go to David Soule 460CONS/LGCA. 8. Can I hand deliver the proposal? Can I fax the proposal? Answer: email (preferred), hand deliver, or fax, 9. Do I need to actually submit my Representations and Certifications or is a statement that they are up-to-date at ORACLE sufficient? Answer: A statement is sufficient (Contractor need to be up-to-date in ORACLE 10GR2, working with ACES-PM and ACES-RP). 10. Why the short turn-around on submitting a proposal? Answer: A short turn-around is required in order to award it by the end of the DOD fiscal year. 11. Does Buckley have a current BEPT? Answer: Buckley does not have a BEPT. We have an Electronic Planning Information Center (EPIC) base general plan web service. One of the requirements is to migrate the content of this web service to BEPT.
