- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a brand name contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. United States Special Operations Command (USSOCOM), 7701 Tampa Point Blvd, Tampa, FL 33621, requires EMC Corporation?s Document Records Management Software licenses to support their users. Interested parties may e-mail stephen.colton@macdill.af.mil or fax 813-828-6967, Attn: Stephen Colton no later than Monday, 10 September 2007; 4:00 p.m.. EST. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) EMC Documentum Records Manager 5.3 SP4 is a DoD 5015.2 certified software application designed to manage electronic, non-electronic, and e-mail records to include classified records. EMC Documentum 5.3 Records Manager extends Documentum's existing Content Management functionality by adding features and functions specific to records management such as corporate file plans, retention policies (RPS), file- and field-level security along with the ability to manage and declare records. This solution USSOCOM' s chosen DoD compliant Electronic Records Management application which is operated on our internal network and manages HQ USSOCOM and our components official records. In order to continue to operate this system, we are required to pay a yearly maintenance fee on our current licenses. Therefore, this acquisition will be a follow-on contract for the continued production of highly specialized equipment. EMC is the sole source provider of support services for this product. Immix Technology is authorized to provide quotes for GSA customers only, however, EMC is the sole provider. The United States Special Operations Command believes that award to another source would result in substantial cost, delays and ultimately serious mission degradation. The numbers below shows costs required to integrate a new system into the current USSOCOM enterprise architecture. This cost estimate is based on initial licensing, license maintenance, consulting services, training and travel/T.DY costs. The cost does include other factors .like additional server licenses, lost manpower hours, data migration costs, end user training, and system down-time to the command. Additionally, it would directly affect and negatively impact other systems that are currently being fielded at USSOCOM and require this application: Ex 1 enditure t Cost Total RM Administrator Licenses 200qty. $250.00ea. $50,000.00total; RM Client Extension/Content Server/Webtop (all include end user license) 6,469qty. $250.00ea. $1,617,250.00total; Retention Policy Services 12qty. $250.00ea. $3,000.00total; License Maintenance (18% of initial purchase price include in initial purchase price also) 1qty. 18% of initial license purchase and yearly thereafterea. $300,645.00total; Consulting Services 1880qty. $250.00ea. $470,000.00total; Offsite IT training tuition for System Admins 9qty. $1,500.0ea.() $13,500.00 total; Tra vel/TDY Cost 9qty. $6,000.00ea. $54,000.00total; Total Cost $2,508,395.00total; The above estimate was compiled based on our current electronic records management system configuration and prices arc subject to change dependant upon how each vendor packages their licenses. This most certainly would result in USSOCOM having to purchase additional license types in order to field a different electronic records management system. Accordingly, EMC Documentum is the only firm capable of providing the supplies and services described in Section 11I above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling governmental requirements. Without this service, USSOCOM will not be able to effectively manage and maintain official command records that are created in support of the Global War on Terrorism (GWOT) and comply with DoD standards and Federal law.
