Description
This Amendment makes the following changes: 1. Deletes: The Justification and Approval (J&A) document can be viewed at Fort Drum's home page at the following internet address: http://www.drum.army.mil/sites/directorates/doc-solicitations.asp. 2. Adds: The Justification and Approval (J&A) document can be viewed below and the text version of J & A. 3. Changes The anticipated date of award from SEP 10, 2007 to SEP 11, 2007. 4. Changes The closing date for the Synopsis from SEP 9, 2007 to SEP 10, 2007. All other terms and conditions remain unchanged. ******************** The Directorate of Contracting, Purchasing Division, Fort Drum, New York 13602-5220, intends to issue a sole source order to Taylor Dynamometer, 16211 West Lincoln Avenue, New Berlin, Wisconsin 53151-2834. This acquisition is for Calibration of a TD3100 D ynamometer for Fort Drum, New York. The associated NAICS Code is 334519 and the small business size standard is 500 employees. Authority cited is FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Justification and Approval (J&A) document can be viewed below. The anticipated date of award is SEP 11, 2007. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The closing date for the Syn opsis is SEP 10, 2007 at 1400. CONTRACTING AGENCY: Army Contracting Agency, Northern Region (ACA-NR), Directorate of Contracting, Purchasing Division, 45 West Street, Fort Drum, NY 13602-5220. 2. DESCRIPTION OF ACTION: Purchase Request Number W16BEC7172N007 Sole source, Firm Fixed Price, Brand Name Mandatory (Taylor Dynamometer). 3. DESCRIPTION OF SUPPLIES/SERVICES: Calibration of Taylor TD3100 Dynamometer Furnish all supervision, plant, labor, material, and equipment necessary to perform all work in connection with the service and testing of a Taylor TD3100 Dynamometer. The approximate cost of $4,025 includes the following: Parts (EST) $1,000 Labor $2,100 Two travel days at $600 each One service day at $900 Travel $795 Airfare $505 Two-day car rental $72 Two-days lodging $120 Meals for two days travel and one full day $98 CMR $125 4. AUTHORITY CITED: FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements 5. REASON FOR AUTHORITY CITED: Parts and service can be provided only from the original source (Taylor Dynamometer). 6. BEST VALUE ANALYSIS: A dynamometer is a machine used to measure torque and rotational speed from which power produced by an engine, motor or other rotating prime mover can be calculated. It applies various loads on the engine and measures the engine 's ability to move the load. The Taylor TD3100 portable dynamometer is an engine dynamometer and mounts directly on an engine. Without the maintenance and service, the Taylor TD3100 will give inaccurate readings for vehicle engines power and torque. DO L employees may be misled and replace equipment or make unneeded repairs, resulting in added cost to the Government. The Taylor TD3100 Dynamometer is a costly piece of equipment, procured in August 2004 for approximately $47,500. $4,000 in maintenance co st is a relatively small cost in comparison to original cost of the equipment. According to an electrical contractor, a non-authorized service provider may use after-market parts, which may void the warranty of a dynamometer. Thus to protect the original costly inves tment, he recommended obtaining parts and service only from the original source. 7. MARKET RESEARCH: Taylor Dynamometer is a small business under NAICS 334519, Other Measuring and Controlling Device Manufacturing. Although a search on CCR http://www.ccr.gov indicates many small businesses under NAICS 334519 (almost 1,800), per phone conversation 30 August 2007 with Eric of Taylor Dynamometer, parts and service for the Taylor TD3100 Dynamometer are available only through Taylor Dynamometer and the only service location is in New Berlin, Wisconsin. Thus, Taylor Dynamometers are propri etary, and this procurement will be solicited as sole source/brand name mandatory. 8. EFFORTS TO OBTAIN COMPETITION: The requirement will be synopsized on FedBizOpps for three days. Taylor Dynamometers will be contacted for a quote. Valid quotes will be compared for price reasonableness. 9. ACTIONS TO INCREASE COMPETITION: The requirement will be synopsized on FedBizOpps for three days. Taylor Dynamometers will also be contacted for a quote. Parts and service can be provided only from the original source (Taylor Dynamometer), so this procurement will be solicited as sole source/brand name mandatory. 10.
