- Combined Synopsis/Solicitation This is a Combined Synopsis/Solicitation for the purchase of commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicita tion. Quotes are being requested and a written solicitation will not be issued. Solicitation number Combined Synopsis/Solicitation W911S8-07-Q-0070 is applicable and is issued as a request for quotations. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 and DCN 20070327. This requirement is for 5 Each Refurbished 20 Containers Converted to Portable Office Space with a NAICS Code of 332312 and a corresponding size standard of 500 e mployees. FAR 52.211-6 Brand Name or equal does not apply. CLIN 0001, 5 Each 20' Used Cargo Container, Structurally sound, wind, and water tight; Certified with ISO Corner Castings on top and bottom corners; Original double swing-out doors at one end an d with Forklift pockets. Exterior is to be weather proofed and painted dark green. Interior to be finished with existing 1 1/8 inch marine plywood floor. Contractor is to provide and install the following improvements to interior to allow for use as office space. Contractor is to stud and frame the interior, add R19 instulation, and finish walls with ? inch plywood painted white; provide and install Electric Heater and Air Conditioner (Mimimum of HVAC 13,850 btu, using single phase 220vac); Install 220 vac 100 amp breaker box , 2 Each 4' fluorescent light fixtures with all electrical wiring as to code and connect to breaker box and 1 each wall switch at entrance wired and connected; 4 standard electrical two outlet electrical recepticals evenly spaced with in container. Provide and install Steel shelving along one side, cosisting of three 18 foot by 2 foot shelves evanly spaced from floor to ceiling. Provide and install Lockbox. Units are to be shipped to the following Locations either using Barge and/or f latbed transportation to: (1 Each) Fort Lewis, WA 98433; (1 Each) Fort Richardson, AK 99505; (1 Each) Fort Wainwright, AK 99703; (1 Each ) Fort Carson, CO 80913; and (1 Each) Fort Irwin, CA 92310. Minimum salient characteristics are as stated above. Deliv ery time shall be no later than 60 Days to the DOL Central Receiving Point, at each of the required sites. Acceptance will be at the destination. FOB point is destination. The selection resulting from this request for quotations will be made on the basi s of the Lowest priced, Technically Acceptable quote from a responsible quoter with acceptable or neutral past performance. Past performance will be evaluated using a Performance Questionnaire, which can be downloaded along with instructions at http://www .lewis.army.mil/doc (select the Request for Quotes tab and the forms listed under this combined synopsis/solicitation number). The Government may also obtain past performance information from other sources. Once the Contracting Officer has decided to who m an order will be issued, a unilateral order will be issued using a SF 1449. A purchase order will be in existence once the Contracting Officer has signed the order. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisit ion. An addendum to this provision is applicable, in which paragraphs (g) and (h) of FAR 52.212-1 are deleted. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or any provision, they shall be read to mean quote , quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotations, not a Request for Proposals or an Invitation for Bids. No purchase order will be issued until approp riated funds are made available. Local clause 52.111-4131 states in the preamble: Procedures for commercial vehicle access to Fort Lewis are subject to change without prior notice. Loca l clause 52.111-4132 states in paragraph f: The final invoice will not be considered proper for purposes of the Prompt Payment Act (FAR 52.232-25 or FAR 52.212-4(i)) until all identification badges have been accounted for. Quoters are required to submit c ompleted copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items with their quotes. FAR clause 52.212-4, Con tract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda.
