- The Bureau of Land Management proposes to negotiate a noncompetitive award of a contact with Vyanet Operating Group, Inc., for 24 hour security and fire alarm monitoring and proximity card system for the Bureau of Land Management (BLM) Medford District, Oregon. The current system was built by Sonitrol in 1997 has been the monitoring service since that time. This system consists of computer room; fence audio for both Medford compound, the Merlin Road Maintenance Shop, and the Fire Dispatch Center (MICC); glass break-in, fire alarms; ID cards and card readers; and security cameras. Although the BLM owns the equipment, Sonitrol has a proprietary interest in the equipment. They are the only contractor known to be able to hook onto the equipment. The applicable NAICS code is 561621. Vendors having the ability to connect to the existing system should submit their qualifications in writing specifically addressing ability to provide the service to the Contracting Officer. This notice is not a request for competitive proposals. The Government will consider all responses received by 12:00 pm PST, Tuesday, September 11, 2007. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
