Description
The U.S. Geological Survey, Eastern Region in Reston, VA plans to make a non-competitive award via written request for quotation No. 07ER116-No Solicitation number to Thermo Electron No. America, LLC, West Palm Beach, FL for a Delta V Plus Mass Spectrometer. The following features are required:(a) capable of controlling a Finnigan GasBench 2 peripheral (S/N 018) that has been modified by addition of two cryotraps, one of which has an electrical heater to heat the trap to 40 degrees C between sample analyses; (b) capable of controlling a Leap Technology CombiPAL robotic 32-sample introduction system; (c) capable of controlling a CE Instruments NC 2500 elemental analyzer; (d) capable of controlling a Finnigan MAT ConFlo II peripheral; (e) must be able to accept Microsoft Excel worksheets generated by LIMS for Light Stable Isotopes to populate the sample sequence table of the mass spectrometer; (f) must be able to export analytical data in Microsoft Excel worksheets in a format that allows LIMS for Light Stable Isotopes to import the analytical results with no additional data entry; (g) must provide reproducibility of stable carbon isotopic reference materials as good or better than a Thermo Finnigan Delta Plus XP mass spectrometer, such as the following. The mean 1-sigma standard deviation of delta carbon-13 values of 12 internationally distributed isotopic reference materials determined in an International Atomic Energy Agency program and published in Analytical Chemistry (Coplen, T.B., Brand, W.A., Gehre, M., Gr?ning, M., Meijer, H. A. J., Toman, B, and Verkouteren, R. M., 2006, New guidelines for delta carbon-13 measurements: Analytical Chemistry, v. 78, p. 2439-2441) was 0.033 parts per thousand. Thermo Scientific is the only known source of a isotope ratio mass spectrometer that meets these requirements. The U.S. Geological Survey anticipates awarding this to Thermo Electron No. America, LLC. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The anticipated award date is 09/14/2007. NAICS is 334516. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determination to compete this requirement is solely within the discretion of the Government. Responses to this notice must be submitted VIA email to: abenton@usgs.gov by 09/11/2007. No additional synopsis will be published.
