- Naval Undersea Warfare Center Division Keyport is contemplating award for Solar Shields in accordance with specifications/requirements included in the attached Solicitation/Request for Purchase (RFP) N00253-07-T-0263. Vendors/Contractors are encouraged to respond. This requirement is being issued as a Combined Synopsis/Solicitation for Commercial Items in accordance with FAR 12.6, as supplemented with additional information included in the attached Solicitation. This announcement constitutes the only solicitation. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9E. Provisions and clauses in effect through Federal Acquisition Federal Circulars 05-18 are included in the attached Solicitation. The applicable NAICS code for this requirement is 336411 and has a size standard of 1,500. Requirements and evaluation procedures are listed in the attached Solicitation, which is required to be submitted completely filled out to include FAR Clause 52.212-3 ? Offerors Representation and Certification-Commercial Items and DFARS Clause 252.225-7000 - Buy American Act and Balance of Payments Program Certification. Offerors are also advised that these representations and certifications must be completed electronically via the ORCA website at http://orca.bpn.gov.
