Description
The Environmental Protection Agency (EPA) Office of the Chief Financial Officer (OCFO) is conducting a market survey through FedBizOpps to identify small business concerns who hold a contract under one of the Governmentwide Acquisition Contracts (GWACs) applicable to NAICS Code 541511 Custom Programming Services. The EPA has implemented WebSphere's Enterprise Application Integration (EAI) tool to transfer data among applications including the loading of Agency-wide administrative datamarts, and to provide data to applications and to a portal via web services. EPA seeks to operate and maintain the existing WebSphere EAI interfaces; to extend WebSphere with new interfaces; to develop new interfaces with Informatica's ETL tool; to extend WebSphere into workflow process management; to operate and maintain the existing Oracle datamarts; to extend the datamarts into additional areas; to conform the datamarts with other datamarts and data warehouses; and to develop and maintain metadata in Informatica's metadata manager for the WebSphere and Informatica interfaces, Oracle datamarts, and Oracle data warehouses. Any developments will include the full range of IT activities including define, design, develop, test, implement, and operate. Companies must have demonstrated experience in the following areas, which are key to this requirement: 1) Functional expertise in federal government accounting practices 2) Functional expertise in federal government budgeting practices; 3) Technical expertise in IBM WebSphere Business Integrator (WBI); 4) Technical expertise in Oracle 10 database and Oracle Portal software; 5) Technical expertise in Informatica ETL and metadata manager software; 6) Technical expertise in the Federal Financial System (FFS) software package; 7) Technical expertise in the Budget Automation System (BAS) software package; 8) Experience in operating and maintaining WebSphere Business Integrator and Informatica interfaces, Oracle datamarts and data warehouses, and web services; 9) Experience in defining, designing, developing, testing, and implementing financial datamarts and data warehouses. We are expecting the effort to require a team approach. While the level of effort will vary from month to month and no guarantees are made beyond the minimums specified, we would expect some months to require as much as six to ten person months of effort balanced among the tasks specified above. As part of the capability statement, please provide a staffing matrix (including indications of whether staff would be employees or subcontractors) to show how you would accommodate this. If your company has the technical expertise to provide these services, please submit a written capability statement. Capability statements are limited to ten (10) pages and must specifically address the requirements listed above. Capability statements shall be submitted via e-mail to Deborah Darry @epa.gov at darry.deborah@epa.gov . No feedback, evaluations or debriefings will be provided to companies as a result of their individual submission. Telephone inquires will not accepted. Based on the submissions provided the EPA will make a final determination whether the task order requirement will be competed under a specific GWAC or under the GSA Schedule 70, Information Technology.
