- NAICS Code: 334516 The purpose of this amendment is to provide all potential offerors with a revised set of specifications for the the Gas Chromatograph/Mass Spectrometer (GC/MSD) to be purchased for EPA's National Enforcement Investigations Center (NEIC). The NEIC requires a GC/MSD with the following attributes: - Electron impact and chemical ionization (CI) ion sources - Both positive and negative ion CI - Ammonia-resistant, oil-free, forepump for vacuum system - Turbomolecular pump to attain high vacuum - Agilent 7890A gas chromatograph - Two electronic pressure control split/splitless injection ports - Electron capture detector with electronic pressure control - Three additional channels of auxiliary electronic pressure control - Microfluids splitter with makeup gas configured so that column effluent goes to both the mass spectrometer and the electron capture detectors - NIST 05 MS Library Bundle - Autosampler for liquid injections with at least 50 sample positions - Data collection and processing for all detectors through one set of software - Data system control of autosampler, gas chromatograph and mass spectrometer - Data system must be compatible with other commonly-used GC/MS systems now in NEIC laboratory so that operator training and data processing changes are minimized - requires Agilent ChemStation software - Automated quantitative and qualitative data processing capabilities - Have replacement parts and servicing available - Have fully automated high sample throughput - A means for precisely controlling retention time - Quantitative and qualitative analyses capabilities In addition, the selected vendor must install the instruments and software; the engineer must have operational knowledge of the software, the operating system and the GC/MSD system; show proper functioning of the system prior to departing from the site; warrant its goods will be free from defects in material and workmanship under normal use for a period of 1 year from the date of initial installation; warrant its consumables, spare parts, accessories and services for 90 days from the date of completion of installation; and perform the installation during normal NEIC working hours. The EPA NEIC still believes Agilent Technologies, Inc. is the sole provider of a gas chromatograph, mass spectrometer system that meets the above specifications. However, any firm that believes it is capable of meeting EPA's requirements as stated herein may submit a capability statement to EPA by COB on Friday, September 14, 2007.
