- NASA/GRC has a requirement for the purchase of additional licenses to an already existing suite. Description follows: 1.) One (1) ea Chemical Engineering Module for use with COMSOL Multiphysics for All Platforms, Single User License, Named User. 2.) One (1) ea Reaction Engineering Lab for use with COMSOL Script for All Platforms, Single User License, Named User. 3.) One (1) ea COMSOL Script for All Platforms, Single User License, Named User. 4.) One (1) ea Heat Transfer Module for use with COMSOL Multiphysics for All Platforms , Single User License, Named User. 5.) One (1) ea COMSOL Multiphysics for All Platforms, Floating Network License for one (1) concurrent user. 6.) One (1) ea COMSOL Script for All Platforms, Floating Network License for one (1) concurrent user. NASA/GRC intends to purchase the items from COMSOL INC., 1 NEW ENGLAND EXECUTIVE PARK, SUITE 350, BURLINGTON, MA 01803. The software and licenses are proprietary and COMSOL, INC. is the sole owner of the source code. They are the only vendor that can provide these items. The Government intends to acquire a commercial item using FAR Part 12 amd the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Sepember 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
