- NASA?s Goddard Space Flight Center (GSFC) is issuing this Request for Information (RFI) for meeting its upcoming requirements. These requirements encompass the scope of work supporting the Information Technology and Communication Directorate, which includes the Business Applications and Sustaining Engineering (BASE) contract. In addition to the scope of work covered historically by the BASE contract, GSFC is also considering emerging requirements that are developing as a result of strategic Information Technology (IT) drivers both at the Center and within the Agency. GSFC spends approximately $250 million dollars annually on Information Technology of which approximately $50M is spent on Office Automation, IT Infrastructure, and Telecommunications. There are significant challenges in IT management associated with a decentralized IT organization, lack of sufficient visibility into IT spending, immature IT governance, and information security challenges. To meet these challenges, the Office of the GSFC Chief Information Officer (CIO) is embarking on an effort to consolidate business infrastructure and application development, telecommunications infrastructures, and desktop management. The GSFC CIO is also a strong advocate and supporter of the complementary efforts to address the similar challenges that NASA has Agency wide. GSFC anticipates the award of two contracts to cover current and emerging IT requirements: Goddard Unified Enterprise Services and Technology (GUEST) and Helping to Optimize Enterprise Strategies for Transformation (HOEST). The GUEST requirements include the following: ? Help Desk (Support Center) ? Data Centers ? System Administration ? Back Office Services (e.g., Mail, Calendar, Directory) ? Data Management (e.g., Data Base Administration) ? Application Design, Development and Sustaining Engineering ? Integrated Hardware and Software Maintenance ? Network Design, Development, & Sustaining Engineering ? Communications Operations and Management (i.e. Data, Voice, Video) ? Information Security (Incident Prevention & Reporting) ? Directorate Computer Security Engineering ? Business/Finance/Outreach Support ? Project Management (primarily IT-related as described in NPR 7120.5C - NASA Program and Project Management Processes and Requirements and NPR 7120.7 - NASA Institutional/Infrastructure IT Program and Project Management, including: ? Risk Management Support ? Scheduling ? Project Support Services (PSS) ? Configuration and Document Management Support ? Change Management Support ? Technical Writing ? Documentation Support ? Specialized System Administration, requiring; ? System Administration skills supporting specialized Scientific and Engineering Applications and Systems The HOEST (CIO Enterprise Management) requirements include the following: ? Policy: Procedures, Standards, Governance, and Analysis ? Enterprise Architecture Planning and Analysis ? R&D - Test Beds and Emerging Technologies ? Information Security Auditing ? Portfolio Management ? Program Integration and Planning ? Topic-Specific Education and Outreach (e.g., Information Security Awareness) ? Quality Assurance ? Advice on Emerging Technologies and Best Practices in IT Governance and Management, especially in the Federal sector When providing a response with regard to these draft requirements, please keep in mind that the Government has not made a final decision on the number of contracts or set-aside status for these efforts. Your responses should include comments on the following: ? The number and type of contracts that optimally address these requirements, including, but not limited to set-aside status, contract type, and contract vehicle, etc.; ? Application of performance measures, service/operating level outcomes, and reporting metrics; ? Best practices in industry and government that are appropriate and applicable, including, but not limited to Application Portfolio Management, IT Governance, Enterprise Architecture, IT Infrastructure Management, and Financial Resource Management; ? Considerations on effective sourcing approaches for addressing centralization both at the field Center level and at the Agency level; ? Considerations on effective change management strategies for implementing new governance and service delivery models; ? Challenges of meeting the mandates of Homeland Security Presidential Directive -12 (HSPD-12) and Federal Information Security Management Act (FISMA); ? Cultural challenges of improving information security in an open, collaborative scientific environment; ? Challenges of providing an integrated Center information technology environment that complements Agency strategic mission, technology, and information technology goals; ? Challenges of providing an effective and efficient mission and business essential IT infrastructure that supports the scientific and engineering demands of the President?s Vision for Space Exploration; and, ? A sourcing strategy complemented by the skills, competencies, and capabilities of a federal IT workforce as projected by the Federal CIO Council in its IT and Workforce Capability Assessment Survey of 2004. To meet the above requirement, please provide feedback of ten (10) pages or less, electronically submitted in portable document format (.pdf) to the email address noted below. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; company?s socio-economic status; number of years in business; affiliate information: parent company, and point of contact - address and phone number. This RFI is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government may express the desire to talk to some respondents orally or in person. All responses shall be submitted to LaShawn K.
