- Description
- NASA/JSC has a requirement for a Laser Ablation (LA) System to be in conjunction with a High Resolution, Inductively Coupled Plasma Mass Spectrometer (HR ICP-MS). NASA/JSC intends to purchase the LA System from New Wave Research (NWR) for the following reasons: (1) The LA system is the only product that can meet the Government?s minimum requirements for the system?s laser ablation system, beam delivery, sample viewing optics, sample chamber and stage, and software; (2) Only NWR produces a solid-state 193 nm laser system with a safer alternative to eximer lasers and yields the superior performance of the shorter wavelength laser ablation systems which is required by the Astromaterials Research and Exploration Science (ARES) Directorate; and (3) This proprietary system is one-of-a kind and the only one that can meet all of ARES minimum requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 14, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
