Description
SOCIAL SECURITY ADMINISTRATION IS SEEKING A COMPANY WHO SPECIALIZES IN CONDUCTING REFERENCE CHECKS AND GENERAL SCREENING FOR ADMINISTRATIVE LAW JUDGE CANDIDATES The Social Security Administration, Office of Disability Adjudication and Review (ODAR) expects to begin recruitment for up to 150 Administrative Law Judges (ALJ) around November 2007. The Office of Personnel Management (OPM) will provide at least 450 eligible candidates to ODAR. All candidates are attorneys who are located across the country. Assistance is needed to complete a more detailed background screening of each candidate by: 1) Making internal ODAR contacts of the Regional Chief ALJs and Hearing Office Chief ALJs in areas where the attorney has practiced, 2) Contacting individuals who can attest to the candidate?s reputation in the legal communities in which s/he has practiced for the last five years, i.e., judges before whom they have appeared and attorneys who have been adversaries or colleagues, 3) Contacting Bar Associations, State Bars and other sources to determine if there are any prior or pending criminal or bar complaints against the candidate, whether s/he has been sanctioned or disbarred from practice from any courts or administrative agencies, and whether s/he has published any written material that would evidence difficulty in performing the SSA ALJ position, and 4) Conducting Google-type and criminal record searches to uncover information that may not have been revealed previously. The goal is to determine if the candidate is ethical, hard-working, honest, knowledgeable about the law and procedure, free from any personality or addiction disorders, punctual, and capable of high-volume adjudication. SSA is seeking to contract with a qualified entity to provide these services with the expectation that 150 attorneys can be hired by March 2008. If you are interested in this requirement and believe that you have the capability to successfully perform the above noted activities, you are asked to provide a capability statement to SSA to include the following information: 1) Has your company conducted reference checks and general screening for mid to senior level attorneys (comparable to 6th year associates and above, partners, general counsel, associate general counsel positions, etc.) within the last two years? 2) If so, for how many attorneys has your company conducted such activities within the last two years? 3) Detail, with specificity, the types of services provided to your client in conducting reference checks and general screening activities for attorney hires referenced in #2 above. 4) Approximate the number of staff on duty or readily available to provide reference checks and general screening activities (as described in more detail in the initial inquiry) for at least 450 candidates.
