- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a 5-year Indefinite Delivery Indefinite Quantity (IDIQ), firm-fixed price, supply contract with NMC Wollard Incorporated, Eau Claire, WI 54703 for repair parts/components (see attachment) for NMC Wollard Tow Tractors, Model(s) MD60 & MD140. A commercial solicitation will be issued IAW FAR Part 12, using other than full and open competition to NMC Wollard IAW FAR 6.302 and the procedures at FAR 13.5. Delivery will be FOB Destination. Inspection and acceptance will be at Destination by Government personnel. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, NMC Wollard Inc., under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that design and drawings for these parts are owned by NMC Wollard, Incorporated; fit, form, and functional compatibility with current Government assets and the duplicative cost to the Government to utilize another source to satisfy the Government requirements. Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
