SET-ASIDE STATUS: 100% SMALL BUSINESS Set-Aside, Numbered Note One Applies DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation serves as a request for quote (RFQ). The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-11. All responsible sources may submit a quotation which shall be considered. 1. Contract Line Items: CLIN 0001 Qty: 2 Ea High Mobility Multi-purpose Wheeled Vehicle (HMMWV) Egress Assistance Trainers (HEAT) Install customer-provided up-armored cab into designed module. Armored cab shall be provided by the Government for modification and inclusion. Specifications for High Mobility Multi-purpose Wheeled Vehicle (HMMWV)Egress Assistance Trainers(HEAT): HEAT SPECIFICATIONS as of 7 Sep 07 1. Static mount 2. 220V, single phase, 30 amp, electrical w/25? power cord or comparable 3. National Electrical Manufacturers Association /Electrical Equipment Manufacturers Association of Canada Type 12 & 13 electrical enclosures or comparable 4. 2 Fail-Safe emergency stops (Emergency stop switch to stop rotation of unit in case of a problem) 5. Keyed safety interlock (for operator start-up of control panel) 6. Activation lock-out / tag-out control (for safe servicing of equipment) 7. Neutral/Activated operational strobes Shows visual of when unit is in operation and when it is setting idle Green (Safe) Red (In-Operation) 8. Operation Control - 20? remote pendant (NEMA 4X) 9. Door safety interlocks (Shuts off rotation of unit if door is ajar) (NEMA 12 & 13) 10. Minimum 5hp hydraulic fluid drive with minimum 5-gallon reservoir 11. Hydraulic Filter with bypass indicator 12. 3-position directional control valves (Used to control the direction of rotation) 13. Temperature and pressure compensated flow control 14. Hydraulic Fail-Safe 15. Counterbalance valves 16. 360-Degree infinitely variable rotation of HMMWV trainer 17. Rotation angle indicator 18. Grip Strut access and perimeter catwalks (2,500 lb.) with resilient surface padding 22. Perimeter Safety railing (comparable safety feature) 23. Catwalk/accessway safety access restraints 24. Static lap/harness (Federal Motor Vehicle Safety Standard 209-302) 25. Gunner port and turret safety guards/shields 26. Schroth gunners restraint w/3-point cradle or comparable. This is Mil issue use in HMMWV 27. Side-egress port-Used for emergency exit when HMMWV trainer is lying on its side 28. Weld certifications 29. 1-yr Warranty 30. 2-yr service agreement 31. Operator?s Manual 32. Sand and dust prevention (desert protection kit) or comparable for desert protection 33. Hydraulic chiller (High-temperature environment) CLIN 0002 Qty: 2 Ea Disassembly of Government~provided HMMWV cab CLIN 0003 Qty: 2 Ea Installation. Module will be permanently (static) mounted in area chosen by customer. CLIN 0004 - Qty: 1 Ea - Training To include to and from travel, per diem, and 1 day onsite training for customer selected personnel on safe operation, care and use of equipment, preventative maintenance, and in-use maintenance information. Hands-on operation and procedures of the model with primary instructors. Instruction manuals shall be provided in addition to electronic CD format. CLIN 0005 - Qty: 2 Ea 2 Year Service Maintenance Agreement CLIN 0006 - Qty: 2 Ea Shipping and Handling To ship units to Creech AFB, NV 2. Delivery: FOB Destination Please include delivery date 3. Provisions and Incorporated Clauses a. 52.212-1 Instructions to Offerors Commercial b. 52.212-2 Evaluation Commercial Items This is a competitive acquisition in which technical specifications (pass/fail) and price will be evaluated. The requirement will be awarded to the lowest priced technically acceptable offeror. Technical capability of the item offered must meet the Government requirement: HEAT will be technically evaluated for the specifications in CLIN 0001 and the following: HEAT REQUIREMENTS The HEAT shall replicate real life emergency situations in a controlled and environmentally safe facility. The HEAT must have the capability to safely and accurately rotate and stop in various positions, which allows the Airmen/Soldiers to be trained on an array of egress techniques. The device simulates a rolled-over Humvee, thus HEAT must have the capability to safely and accurately be controlled by the trainer in order to rotate and stop in various positions allowing Airmen to practice a variety of egress techniques at different angles in preparation of an actual occurrence. The device allows Airmen to be properly trained to release safety restraints, provide passenger assistance training, provide gunner assistance training, and provide injured personnel assistance training when exiting the vehicle through openings in a variety of rotated positions. Safety certifications shall be addressed in vendor quote. HEAT shall be resistant to climate conditions prevalent in Creech AFB Nevada: dry, desert conditions, extreme heat, sand. Operator and maintenance training shall include: Equipment overview, operational training, scheduled maintenance requirements, general maintenance, lock-out/tag-out, and machine control review. Completed representations and certifications or indicate that its available via ORCA The following are QUESTIONS AND ANSWERS concerning this requirement: HMMWV EGRESS ASSISTANCE TRAINER (HEAT) QUESTIONS AND ANSWERS as of 7 Sep 07 1. Q. In the original Combined Solicitation, CLIN 0001 indicates "customer-provided" up-armored cabs, yet the next sentence indicates "Armored cab shall be provided by the Government..." It is not clear whether the contractor is being asked to fabricate the cabs or simply install cabs that are provided by the Government. Please clearly indicate the responsibility of the customer and the Government. A. The contractor is not responsible for the fabrication of the cabs. ?Government? and ?customer? are the same. The cabs shall be provided to the contractor by the Government. 2. Q. In the original Combined Solicitation, CLIN 0001, there is a listing of specifications. This further complicates the determination of the contractor's responsibilities. Is the Government requesting that two additional trainers be fabricated or that two Government-owned existing HEAT trainers be modified with armored cabs? A. The specifications in CLIN 0001 have been revised as of 7 Sep 07. The two trainers shall be fabricated using the Government provided cabs. 3. Q. HEAT trainers are fielded and come in several varieties. Some have catwalks and others do not. In the event that two new trainers are to be fabricated, will the government provide drawings, parts lists, sources of supply, schematics, and any other form of technical data available on existing trainers as well as a description of the particular trainer to be modeled? A. No, it is determined that this product is currently being manufactured by industry. Please submit quotes in response to the revised combined synopsis/solicitation. The CLIN structure that is provided in the combined synopsis/solicitation is encouraged for quote format, but vendors may modify the structure as needed. Please assure that you review the latest revisions to the combined synopsis/solicitation as of 7 Sep 07. 4. Q. The Specifications indicated in the original Combined Solicitation include some components that may have multiple uses. Please indicate the purpose of each specification and where in the trainer that specification is to apply. A. Please clarify which components are causing confusion. Also, please review the revised specifications as of 7 Sep 07. 5. Q. CLIN 0002 indicates disassembly. Is this disassembly of a stand-alone HMMWV cab or is an entire HMMWV provided for cannibalization? In the latter, what is the disposition of the remaining HMMWV assembly? Will the Government provide shipping to the contractor of the initial configuration? A. The entire HMMWV will be provided for cannibalization. Disposition of remaining HMMWV parts will be the responsibility of the company. Government will provide shipping of HMMWV to company (see CLIN 0006). 6. Q. Mounting is indicated in fixed or mobile applications. Are the hard-points the same? In the case of mobile mounting, is it possible to locate the mobile mount at the contractor facility? A. Mounting shall be fixed (see revised specifications as of 7 Sep 07). Hard points will be determined by the company producing the HEAT, unless specified prior to construction of HEAT (Air Force customer may already have specifications for hard points based on existing concrete pad) 7. Q. Training is indicated in CLIN 0004. Will the Government specify training objectives and tasks in more detail? A. Training will consist of a minimum 8 hour ?train-the-trainer? session located at the delivery location of the HEAT trainer. All aspects of training, i.e. hand-outs, videos, computer equipment, will be provided by the company producing the HEAT trainer. User will be trained on all aspects of operations and safety of HEAT equipment. Please see the latest revisions to the specifications as of 7 Sep 07. 8. Q. Will the government provide a Statement of Work and Performance Specification in relation to this effort? A. No. Please review the revised specifications in this combined synopsis/solicitation. 9. Q. What are the proposal evaluation criteria? A. Please review the revised specifications in this combined synopsis/solicitation. Quotes will be evaluated on a ?Pass/Fail? basis of the requirements. 10. Q. What is the cutoff date to the solicitation, is it the August 23 date or the August 31 date? A. Please see revised due date in the combined synopsis/solicitation. 11. Q. Does this effort require fabrication or simply installation of an existing armored cab? A. See Answer to Question 1. 12. Q. Is there an incumbent for this activity? A. There is no incumbent for this requirement. 13. Q. Is a technical data package available? A. All information is provided in this combined synopsis/solicitation. 14. Q. Is there a proposed funding profile and timeframe available? A. Unsure as to the meaning of ?proposed funding profile.? Provide clarification. Customer is requesting delivery 75 days after award.
