- NOTICE OF CONTRACT ACTION: The 50th Contracting Squadron at Schriever AFB, Colorado intends to award on a sole source basis, a Fixed Price contract to maintain the Energy Management Control System on Schriever AFB to Seimen?s Building Technologies, Inc under the authority of FAR 6-302. They designed and installed the system and hold proprietary rights. All technical criteria required by the above action must be met. Required maintenance and delivery: 1 Oct 07 ? 30 Sep 12 (base year plus four option years) to the 50 CES/CEOE, building 600, Schriever AFB, CO 80912. The proposed contract action is for supplies/services for which the government intends to solicit and negotiate with only one (1) responsible source. If a firm believes it is capably of meeting this requirement, it may identify their interests and capabilities within five (5) business days of this announcement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within descretion of the Government. The North American Industry Classification System code is 334512 and the Size Standard is 500 employees. 5352.201-9101 OMBUDSMAN (10 AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Headquarters Air Force Space Command A7K, 150 Vandenburg Street, Suite 1105, Peterson AFB, CO 80914-4230.
