- FALCONRY SERVICE IN ACCORDANCE WITH ATTACHED STATEMENT OF WORK. STATEMENT OF WORK FOR FALCONRY SERVICES according to Federal Governing Standards(FGS) Ramstein Air Base, Germany 07 September 2007 1. DESCRIPTION OF SERVICES. The contractor shall provide all management, licenses, tools, supplies equipment (hawk and falcon) and labour necessary for the purpose of hunting birds to help ensure the safety of air traffic, particularly in the airfield environment at Ramstein AB. The described services shall be performed IAW all US Airfield regulations, German Federal Forest and German Nature Conservation regulations in their latest edition.The contractor must be in possession of a german hunting/falconer license. 1.1. BASIC SERVICES. The contractor shall use his hunting birds in the area of the Ramstein AB Flight Line Area or entire RAB installation estimated 16-18 times per month.The contractor is authorized by 86 OSS to debriate wildlife inside the CMA or wildlife which is about to enter CMA with shot gun and rifle. The contractor shall perform his visits during periods when there is the least amount of flying as identified by airfield management. At no time will contractor proceed to any airfield area unescorted or without prior coordination with airfield management. Contractor will report to airfield management at the start of every day scheduled to work. Escorts will have radio contact with air traffic control and airfield management, as necessary. Contractor will also coordinate radio frequency requirements with government before proceeding. Point of contact is Chief of Airfield Management or Deputy Chief of Airfield Management at commercial 06371-47-2073 or DSN 480-2073. 1.2. EMERGENCY AND SPECIAL EVENT SERVICES. Upon notification by the contracting officer, the contractor shall perform emergency or special event services. Especially on seasonal events- migratory birds, visits after sunset to keep birds (crows and jackdaws etc.) from resting on aircrafts. 2. SERVICE DELIVERY SUMMARY. Emergency and special event services Service is performed within specified time and dead birds, rabbits and similar are removed; 100% 3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government (735th CES/CEOIE or 435th CES/CEV Wild Life Manager) will provide an escort for the contractor to get into restricted and secured areas (CMA, all ramps, taxiways etc.) For flight safety and security reasons, the escorting personal has to be bilingual. A vehicle decal identifying it as the FALCONER vehicle will be provided for placement on each side of the vehicle driver/passenger front door. 4. GENERAL INFORMATION. 4.1. Control Log. Upon completion of every working day, the contractor shall complete the attached log (att. 1). 4.2. Insurance(s). The contractor shall have full insurance coverage (e.g. third-party liability insurance) for his birds required by German regulations. 4.3. GOVERNMENT REMEDES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract terms and Conditions for Commercial Items (May 1997), for contractor's failure to correct nonconforming services. 4.4. HOURS OF OPERATION. Contractor can perform his/her visits during any of the scheduled low flying times (including weekends) as identified by Airfield Management. A typical work schedule entails alternating every week (7 days) between day and afternoon coverage, approx. 4 hours per visit or as required. The schedule must be pre-coordinated l-week in advance to ensure that there is no delay in the flying mission. 4.4.1. Hours of Operation Other Than Normal. There will be mission situations that require the contractor to work other than normal hours, such as military exercises, contingency operations or weather emergencies. When the contractor's access to work area conflicts with an air force mission requirement, the contractor shall schedule the work to minimize the disruption. Such scheduling may require work to be accomplished at times other than normal duty hours. The government retains the right to postpone or cancel the contractor's operations. 4.4.2. US Federal Holidays. Services will be provided on US holidays. 4.4.3. German Holidays. Services will be provided on German holidays. 4.5. SECURITY REQUIREMENTS. The contractor shall ensure each employee obtains the following pass and identification items, as applicable, for contractor personnel and non-government owned vehic1es. 4.5.1. DD Form 1172, Application for Civilian Identification Card. 4.5.2. AF Form 2219 (Series), Registered Vehicle Expiration. 4..5.3. USAFE Form 79, Request for Base Entry Identification. 4.5.4. German Police Certificate (less than 3 months old) obtained locally (for local nationals). 4.5.5. If the contractor is unable to perform his contractual duties, an adequately trained individual may replace him/her. For military security reasons, the contractor must provide the government POC a 2-day advanced notice of the change, to include the name and personal data of the replacement. 4.5.6. The contractor may have an assistant accompany him/her during visits, providing they meet the same security requirements as stated above. NOTE: Award will be made as one year basic and 4 option years. in accordance with FAR Clause. 5.202.(a) (12) only local sources will be solicited.
