Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being requested as a Request for Quote (RFQ); solicitation number is H92244-07-T-0119, as a Firm Fixed Price (FFP) type contract with fixed unit prices. The anticipated award date is on or about 30 September 2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19, effective 17 August 2007. North American Industrial Classification Code (NAICS) 238990 applies to this procurement. This procurement is a 100% Small Business Set Aside. The small business size standard is $13,000,000. The DPAS rating for this procurement is DO-C9. FOB point is Destination. Section B Schedule of Supplies/Services CLIN 0001 Interior Office Remodel in accordance with the statement of work identified in Section C below. Section C Statement of Work Period of Performance: 3 October 2007 ? 12 October 2007 - Remove existing and install cabinets, Somersworth Birch or equal - Remove existing and install Corian or equal countertops in the Common Mess/Lounge Area - Remove existing flooring in the Common Mess/Lounge Area and install ceramic tile 12?x12? - Replace carpet with commerical grade, in the Squadron Work Areas. - Prepare and paint all walls in the Squadron Work Areas and Common Mess/Lounge Area - Provide and install large six-man sectional couch and coffee table to be located in the Common Lounge Area - Provide and install seven (7) counter chairs to be utilized in the Common Mess/Lounge Area - All work must be conducted inside the team room area. Any dust must be contained to avoid contact with computers and electronics - Thoroughly clean and dust entire space when work has been completed. All debris to be removed and disposed of by contractor NOTES: - Current insurance including Workman?s Compensation and Liability is required - Company must either be local or have a local representative in the Hampton Roads area to discuss, in detail, all aspects of the project - Company must provide 3 references within three (3) years of the posting date of the solicitation on FedBizOps for similar work - Commercial warranties on materials and labor are required - Government will review and approve paint colors, carpet, ceramic tile, countertop, furniture, and cabinets prior to installation - Couch configuration should be dark in color, durable and comfortable - Color scheme for the Squadron Work Areas and Common Mess/Lounge Area will be neutral, earth-tone colors - Carpet must be durable due to installation in a high-traffic area - Working hours are from 0800-1600 Monday through Friday only A site survey is scheduled for 13 September 2007 at 10:00 a.m. Eastern Standard Time (EST) at the Naval Special Warfare Development Group, 1636 Regulus Avenue, Virginia Beach, Virginia 23461-2299. The following factors shall be used to evaluate offers: technical competence, past performance, and price. Technical competence and past performance, when combined, weighs more than price. Offerors shall submit past performance information to include contract number, government agency point of contact and contact information, description of supplies/services provided, unit of issue, unit price, and extended price. Past performance shall be current and shall not exceed three (3) fiscal years before posting date of the combined synopsis/solicitation on FBO. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
