Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is 100% set aside for Small Business concerns and is under North American Industry Classification Standards (NAICS) code 334511, with less than 500 employees. This solicitation requires the purchase, delivery and onsite training on the following items: 0001: Trimble GEO XT Standalone System (sub-meter Post Processed) (Item Number 61000-20) (68 quantity) OR Equal 0002: Trimble Power/Serial Clip (Item Number 53550-00) (68 quantity) OR EQUAL 0003: Trimble Hurricane Antenna (Item Number 52446-00) (68 quantity) OR EQUAL All quotes must be broken down in the format above and items must be available to be considered. Please include any shipping charges in the line items prices. This is an FOB Destination only purchase. Quotes with shipping charges displayed will be returned for revision. Training on site is required. All items will be delivered to: USDA, NRCS, 220 E. Rosser Ave, Room 278, Federal Building, Bismarck, ND 58501. All responsible sources may submit a quotation which shall be considered by the Agency. The award will be based on the 10 functional requirements, price and delivery time. The 10 functional requirements are required to support Agency position and navigation business requirements as currently defined by National Cartography & Geospatial Center: 1. Must be a fully integrated hand held GPS receiver, with a sunlight viewable display and the capability of displaying Agency imagery. 2. Must be designed as a GPS mapping grade product not a consumer grade product 3. Must support Agency approved software application (ESRI ? ArcPad) for data collection. 4. Must be compatible with USDA Enterprise solutions. 5. Must be able to receive autonomous GPS, differential WAAS, and resolve real time solutions with 1-2 meter horizontal accuracies with high precision. 6. Must have multi-path technology to mitigate errors. 7. Must have robust external high gain antenna accessory option for challenged environments 8. Must be able to utilize shared hardware setups and exchange accessories. 9. Must be rugged and sustainable in broad environmental conditions, to include vast temperature ranges, water repellent, dust proof (sealed ports and connectors). 10. Must be easy to use Award shall be made only to contractors who have registered and are current in the Central Contractor Registration (CCR) database. CCR registration can be accomplished online at http://www.ccr.gov. In addition, each offeror shall ensure their registration on the Online Representations and Certifications (ORCA) website http://orca.bpn.gov. Contractor must be registered in CCR and ORCA under the NAICS code for this solicitation to be considered for award. Failure to do this will result in a forfeiture of your submittal. When submitting a bid Vendors must submit in writing that they are registered under the NAICS code for this solicitation, as well as certify that they are small business concern under the NAICS code for this solicitation. The single source of entry for all documentation pertaining to this acquisition will be on the government procurement website at http://www.fbo.gov. All interested parties are responsible for checking this website to ensure they have the most current information (i.e. amendments issued, changes to the requirement, etc.). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. All systems and components shall be provided with a one (1) year warranty from the time of owner?s acceptance. The warranty shall cover all parts, labor and material.
