Description
The U. S. Department of Commerce, NOAA intends to solicit for purchase of 200 each, AC Surge Protector, Kalgo P/N Mini-II; NSN: 5920-01-358-5235, ASN: C460-2. These items are being purchased for the National Weather Service (NWS) to be delivered to the National Logistics Support Center, Kansas City, MO. The Kalglo Mini-II AC Surge Protector is an integral component of the NWS?s Surface Instrumentation Program. The unique feature is this surge protector is that it provides Bi-polar and Bi-directional surge energy protection in both directions of AC circuit power isolation. Its response time is also important for protecting instrumentation that operates in an outdoor environment, and thus, must meet line suppression voltage ratings of 400 Volts Peak at 500 Amperes with a surge rating of 6,000 Volts. This device is extensively used throughout the Surface Instrumentation Program across multiple equipment platforms, and is therefore included in equipments? configuration control drawings and is logistically supported for equipment mutually served by this device. To acquire any other surge protector other than the Kalglo Mini-II Model would require recertification of equipment already certified to operate with this device and will also require extensive and costly documentation updates to the Government. The costs associated with such a change cannot be recovered by open competition for similar devices. The Government intends to solicit and negotiate with only one known source under the authority of 41 USC 253? (1). The company is Kalglo Electronics Co., Inc., 5911 Colony Drive, Bethlehem, PA 18017-9348. However, all proposals received within 7 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Kalglo Electronics Co. Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified switch that provides the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified (P/N Mini-II). Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
