- U.S. Immigration and Customs Enforcement (ICE)intends to negotiate, on a sole source basis, a Purchase Order with the Michigan State Police Department, located at 714 South Harrison Road, East Lansing, MI, 48823-5143, pursuant to the authority of FAR 6.302. This Purchase Order is intended to acquire access to the Law Enforcement Information Network (LEIN), for use during several ICE projects throughout Fiscal Year (FY) 2008. The anticipated period of performance is October 1, 2007 through September 30, 2008, with an estimated Purchase Order award date of September 19, 2008, and likewise, shall be awarded in accordance with FAR 52.232-18, "Availability of Funds." The Michigan State Police maintains and owns the applicable servers in which the local LEIN system operates. Therefore, ICE has determined that the Michigan State Police is the only responsible source for accessing the LEIN system and that no other system or services will satisfy agency requirements. Interested parties may submit their responses to this notice; although responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, quotes, or bids, and cost and pricing data are not solicited. A determination by ICE not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of ICE. Responses are due by 5:00 p.m. EST on Friday September 14, 2007.
