- STATEMENT OF WORK UNITED STATES COAST GUARD OFFICE OF LAW ENFORCEMENT (CG-3RPL) OFFICE OF COUNTERTERRORISM & SPECIAL MISSIONS OPERATIONS (CG-3RPC) Coast Guard Judgmental Use of Force Evaluation (Person to Person & Mounted Automatic Weapon) 1.0 PURPOSE AND SCOPE 1.1 An updated version of the Coast Guard Judgmental Use of Force Evaluation (CGJUFE) scenarios are needed to replace the existing 1995 (still in use) evaluation scenarios to reflect current requirements. Additionally, development of Boat to Boat scenarios for use with Mounted Automatic Weapons (MAW) is necessary. 1.2 By revising and developing the Judgmental Pistol Course (JPC) and MAW evaluation scenarios, further referred to in this statement of work as the (JUFE), the Coast Guard (CG) will provide personnel with current and adequate use of force scenarios for purposes of orientation, readiness, and safety in the conduct of all Coast Guard law enforcement and security operations involving person to person and boat to boat encounters where the members Use of Force (UOF) and Standing Rules of Engagement (SROE) knowledge of CG policies, and individual actions can be safely evaluated. 2.0 APPLICABLE DOCUMENTS 2.1 The following documents shall be used as guidance for all drafting, editing, and final production of the CGJUFE scenarios: a. Maritime Law Enforcement Manual (COMDTINST M16247.1D). b. Coast Guard Judgmental Use of Force Evaluation (COMDTINST 3574.5B). c. Response Boat - Tactics, Techniques and Procedures Manual (COMDTINST M16601.7) d. Maritime Law Enforcement Academy (MLEA) Training and Lesson plans. e. Maritime Counter Drug and Alien Migrant Interdiction Operations, (COMDTINST M16247.4) f. Applicable Coast Guard directives and instructions shall be made available through the COTR as needed. 3.0 REQUIREMENTS 3.1 The Contractor shall provide animation preparation in support of the Coast Guard Judgmental Use of Force Evaluation. 3.1.1 The Contractor shall meet with the COTR, CG-3RPL, CG-3RPC, CG-3RPD, CG37RCB, CG-1325, Maritime Law Enforcement Academy (MLEA) and Special Missions Training Center (SMTC), and other Coast Guard offices and personnel as may be directed to determine the information required for animation development. The minimal required information: a. Develop a list of materials necessary to set-up the evaluation. b. Determine student equipment needed to participate in the evaluation. c. Develop procedures for USCG to add or acquire updates to JUFE animation as necessary for future scenario changes. d. Incorporate all changes provided by COTR after initial review. e. The contractor shall provide scripted animated scenes in support of basic judgmental decision making process. f. Develop in conjunction with CG SME 40 evaluation scenarios (twenty each for person to person and boat to boat). The contractor shall provide animated scripted scenes in support of basic judgmental decision making process. The scenes will consist of 8 separate environments in which the scenarios are based and 40 total reactions/outcomes of the suspect. Each environment will have 5 outcomes based on its unique scenario. As an example; Coast Guard approaches a man next to a building and issues a command; the reaction of the man will vary between 5 different reactions. The reaction of the suspects is determined by which scenario the instructor selected. For each different reaction the trainee will need to display the appropriate judgment. Each individual scenario will play exactly the same each time. Reaction of the suspect will not be controllable by the instructor. g. The actual environments and outcomes will be determined through collaboration of the CG and the contractor to ensure the leaning objects will be met. 3.1.2 The Contractor shall format the JUFE as follows: a. Prepare a CD/DVD and portable USB storage device version of the JUFE using common formatting. 3.1.3 The Contractor shall find and correct ambiguity and inconsistency, getting clarification from the COTR, Subject Matter Expert (SME at MLEA/SMTC) and/or CG-3RPL, CG-3RPC staff when necessary to develop the JUFE. 3.1.4 Attached is a proposed project schedule for the development of the JUFE. Delivery dates may be adjusted by mutual agreement between the COTR and the Contractor provided the project is completed within the period of performance. 3.2 The Contractor shall submit changes to the JUFE as follows: a. The Contractor shall submit three (3) copies of scenarios to the COTR for the Coast Guard's review. The COTR shall provide the results of the review to the Contractor, normally within 30 days after receipt of the draft animation, unless otherwise indicated on each task/delivery order. b. The Contractor shall incorporate all changes and comments approved by the COTR that result from the Coast Guard's review of the JUFE. c. The Contractor shall merge all changes and provide the final JUFE and associated handbook guides on CD/DVD with MS Word format to the COTR consistent with the delivery schedule. All graphics must be in common formatting or other COTR approved format. 4.0 QUALITY ASSURANCE 4.1 Quality Control Plan. The Contractor shall establish and maintain a written Quality Control Plan that assures that all work will conform to contract requirements. 5.0 DELIVERABLES 5.1 The Contractor shall be required to deliver the materials identified in section 3 of this Statement of Work. The Contractor shall deliver, to Commandant (CG-3RPL), all drafts and final copies of the JUFE to the COTR and Contracting Officer (transmittal letter for the Contracting Officer only). The final copies shall be both hardcopy, suitable for reproduction, and an electronic medium (CD or DVD are acceptable). Disks or CD/DVDs shall be provided with protective covers labeled to identify their contents. 5.2 The Contractor shall provide, at minimum, a monthly progress report on each task/delivery order to the COTR summarizing task accomplishments, problems noted, schedule information, and planned activities. The contractor's standard, commercially acceptable format for these reports is acceptable. 5.3 All drafts, background material and final products created in the performance of task/delivery order shall be delivered to the COTR designated by Commandant (CG-3RPL) on or before the delivery dates. 6.0 PERIOD OF PERFORMANCE. 6.1 The Contractor shall be required to deliver the materials identified in section 3 of this Statement of Work. The Contractor shall deliver to Commandant (CG-3RPL) all scenarios of the JUFE, as well as drafts and final copies of the JUFE consistent with the project schedule. 6.2 Work conducted on this order must begin upon award date of contract. Delivery of all finished products must occur no later than 120 days after award date of contract in accordance with the delivery schedule provided in this order.
