- The Department of State intends to issue a follow-on sole-source award to L-3 Communications Titan Corporation located at 11955 Freedom Drive, 10th Floor, Reston, VA 20190 for Help Desk support services of the customized suite of passport applications at the 17 Passport Agencies and 3 processing centers located throughout the United States. The authority for this action is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. This action is being taken to provide continuity of services upon the expiration of the current task order which expires September 18, 2007 and will allow for the negotiation and award of the follow-on competitive contract. Use of another contractor during this period would result in the disruption of services and would necessitate costly start-up and transition costs. A halt in service to any of the applications that support the issuance of passports would prove extraordinarily costly to the U.S. Government and to the U.S. citizens with intentions of traveling outside the country. The proposed award will be issued off the vendor GSA Federal Supply Schedule. The estimated cost of this prospective award is $765,000 (USD) with a period of performance of six months. This notice of intent is not a request for competitive proposals.
