Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-07-Q-80139 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC 2005-19). The NAICS Code is 443120 and the Small Business size standard is $8.0M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a competitive basis, to provide an Environmental Chamber. The Statement of work is as follows: Background - The National Highway Traffic Safety Administration (NHTSA) Alcohol Countermeasures Program was established to deal with the serious problems caused by the intoxicated driver. The Volpe National Transportation Systems Center (Volpe Center) is providing continuing support to further reduce incidents of driving while intoxicated (DWI) through the development and evaluation of measurement techniques for alcohol on the breath, development of performance guidelines for breath measurement devices, testing of instruments intended for police use, and technical support of demonstration and research programs. The Volpe Center?s Alcohol Countermeasures Laboratory, devoted to the development and evaluation of breath alcohol test procedures and related instrumentation, is crucial to the completion of Program tasks. The Alcohol Countermeasures laboratory requires a new Environmental Chamber, which is used in the evaluation of measurement techniques for alcohol on the breath. The engineering specifications for this device are as follows: 1.Dimensions: 36-inch x 40-inch x 36-inch; 2.Temperature range of -73 degrees C to 200 degrees C; 3. Humidified chamber with humidity range of 5 percent to 98 percent; 4. Vapor tight interior made of 100 percent stainless steel; 5. Non-settling, asbestos-free insulation; 6. Refrigeration: Two 2-HP; 7. Heater capacity: 2.5 KW; 8. Humidifier: 2 KW or 1.0 GPH; 9. Amps: 35 AMPS at 230 volts, tolerance 0.1 V; 10. Amps fuse: 45 AMPS; 11. Unit weight: 1,500 LBS. The contractor must provide 1 (one) Environmental Chamber that meets all of the specifications outlined above and allows the testing of applications to determine product resistance to various levels of temperature and humidity exposure. The Chamber must have access ports so user may reach inside and access samples. The contractor must provide technical support for the Environmental Chamber for 2 years after the purchase of the device, including a technical support telephone number for addressing Volpe Center questions about the device. The contractor must provide warranty coverage of parts and labor for one year after the delivery of the Environmental Chamber. The Deliverables are as follows: Task 1 - The Environmental Chamber; Task 2 - Technical Support; Task 3 - Warranty shall be 12 months past date of device delivery. Delivery of the Environmental Chamber shall be delivered to Edward Conde, RTV-4F, Volpe National Transportation System Center, 125 Munroe St, Cambridge, Ma 02142. Proposals shall include pricing for the following item in a written quotation: Line item 0001-Environmental Chamber in accordance with the specifications listed above, quantity: 1EA, $___________unit price, Line item Total $____________. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (SEPT 2006) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. FAR.52.212-2 Evaluation?Commercial Items- (Jan 1999) An award will be made to the source whose quote, conforming to the solicitation, is determined to offer the best value to the Government in terms of 1) meeting the technical requirements as cited above and; 2) the lowest proposed price. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 2007) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (Feb 2007), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Aug 2007) is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 14, 15, 16, 17, 18, 19, 20, 21, 23, 24, 30, 31. This RFQ also incorporates by reference FAR 52.215-5 Facsimile Proposals.
