- PRE-SOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) VA-797-06-RP-0105 for the Department of Veterans Affairs (VA), and Department of Defense (DoD) to procure Insulin Syringes. The solicitation will include two Groups which are reflected below as Group 1 and Group 2. The description and estimated annual usage for Group 1 is as follows: Insulin Syringe with Needle, 30 Gauge X ½ inch, 0.3cc, graduations of 1 unit of insulin, latex free, single scale, permanently attached needle, 6,500 boxes of 100; Insulin Syringe with Needle, 30 Gauge X ½ inch, 0.5cc, graduations of 1 unit of insulin, latex free, single scale, permanently attached needle, 790,900 boxes of 100; Insulin Syringe with Needle, 30 Gauge X ½ inch, 1cc, graduations of 2 unit of insulin, latex free, single scale, permanently attached needle, 639,860 boxes of 100; Insulin Syringe with Needle, 31 Gauge X 5/16 inch, 0.3cc, graduations of 1 unit of insulin, latex free, single scale, permanently attached needle, 22,500 boxes of 100; Insulin Syringe with Needle, 31 Gauge X 5/16 inch, 0.5cc, graduations of 1 unit of insulin, latex free, single scale, permanently attached needle, 125,000 boxes of 100; Insulin Syringe with Needle, 31 Gauge X 5/16 inch, 1cc, graduations of 2 unit of insulin, latex free, single scale, permanently attached needle, 85,000 boxes of 100. The description and estimated annual usage for Group 2 is as follows: Insulin Syringe with Needle, 28-30 Gauge X ½ inch, 1cc, dual scale markings from 10-100 and 5-95 units, latex free, permanently attached needle, 18,000 boxes of 100. The estimated annual usage listed above is for VA, DoD, Indian Health Service (IHS), and Bureau of Prisons (BOP). The contract period will be for one year plus four one-year option periods. The contract items will be distributed through the VA and DoD's respective Pharmaceutical Prime Vendor(s). If the offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period including the option years. Solicitation No VA-797-07-RP-0105 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about October 18, 2007, with a closing date of November 8, 2007.
