Description
The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Political Psychology Associates, 7106 Broxburn Drive, Bethesda MD 20817 to provide technical expertise This is a sole source procurement under the authority of FAR 6.302-1. This will be a firm-fixed price contract. All quotes must conform to the SOW. If there are any other businesses that can provide the specified service, they must respond to this notice before 1500hrs (Central Time) on 14Sep07. If no responses are received by the above date, a sole source contract with Political Psychology Associates will be pursued. STATEMENT OF WORK BACKGROUND: The USAF Counterproliferation Center (CPC) was established by the CSAF in 1998 and was officially opened for business at Air University, Maxwell AFB AL, in February of 1999. The CPC?s mission is to provide education and research to the present and future leaders of the USAF and better prepare these leaders to counter the threat from weapons of mass destruction (WMD). As part of this mission, CPC hosts a distinguished lecture series and brings in speakers for courses for students at AU; these lecturers are also available to small groups of interested AU staff and faculty. Another significant contribution to this mission is the USAF Counterproliferation Center?s annual conference, an event that brings an ever-expanding combating WMD community together effectively in one place. The CPC also conducts workshops on other U.S. national security issue topics. These workshops include a cross section of speakers and attendees from in and outside the government. OBJECTIVE: To assist the CPC in improving the US national security by educating senior military officers and other DOD leaders on counterproliferation and associated national security topics and issues and assist the CPC in conferences and workshops to contribute to the mission of reducing the dangers from adversaries equipped with or seeking weapons of mass destruction. SCOPE: This statement of work defines work tasks including: educate faculty/students attending professional military education (PME) schools on U.S. national security and provide subject matter and technical expertise to conferences and workshops. TECHNICAL REQUIREMENTS: a. Support to PME core and elective courses dealing with profiles, strategic cultures, sources of support, and U.S./Allied countermeasures regarding states of concern or terrorist organizations. These courses will examine the leadership and strategic cultures of a wide range of state and non-state actors who currently present threats to the security and/or interests of the United States and its allies. Additionally, these courses will examine the leaders and strategic cultures of terrorist organizations, as well as the rulers and strategic cultures of current and potential adversary states. b. Assist and provide subject matter expertise in executing conferences and workshops. Conferences provide a national forum for senior leaders and other members of the combating WMD community to focus on the U.S. ability to wage war successfully against enemy forces using WMD. Workshops support efforts to combat WMD threats issues, WMD threats and countermeasures, and strategic communications for combating WMD. Efforts may include identification of other subject matter experts and government officials who should attend or participate in workshop/conference, coordination of program agenda, and analysis of material or reports. DELIVERABLES: Development and delivery of curriculum, instruction, support in conference/workshop execution and implementation.
