Description
The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Center for Cultural Business Studies, 14 Arrow St. Cambridge MA 02138 to provide five Cross-Cultural Competency instructional events. This will be a firm-fixed price contract. All quotes must conform to the SOW. If there are any other businesses that can provide the specified service, they must respond to this notice before 1500hrs (Central Time) on 14Sep07. If no responses are received by the above date, a sole source contract with the Center for Cultural Business Studies will be pursued. Scope of Work Statement for Instructor, Cross-Culture Communication Course and Cultural Competency Enrichment Elective The contractor shall be an advisor/consultant to the Air University Culture and Language Center and to Air University and shall: ? Serve as an instructor for 5 separate instructional events in Cross Cultural Competency/Communications for Air University and the USAF Special Operations School, which serves as a primary faculty development source for several Air University PME colleges ? Classroom instruction for 5 separate events to be conducted at Maxwell AFB and Hurlburt Field, FL in conjunction with the AU Culture and Language Center mission of infusing cultural competency instruction into the AF PME curriculum and its continuing partner ship with the USAF Special Operations School ? Seek out and research relevant course material for each teaching event ? Conduct and analyze student profile questionnaires for each teaching event ? Conduct correspondence with students as necessary to obtain necessary prerequisite course material ? Conduct planning sessions with AU and USAFSOS course directors as necessary to maintain course currency/relevancy ? Adjust teaching program as necessary to meet student needs MINIMUM CRITERIA ? expert knowledge of the goals, methodology, conceptual and theoretical bases, timeline, and research/implementation activities of the Cross-Cultural Communication Techniques ? experience researching or working with DOD ? experience in teaching Cross-Cultural Communication Techniques to a varied student audience ? cross-cultural work experience and/or education ? a minimum of a masters degree in a related field, such as anthropology, cross-cultural psychology, international affairs, international administration or development, or government studies ? experience supporting geographically dispersed projects and teams ? demonstrated ability to successfully design and implement a research project or applied program requiring coordination among multiple organizations, preferably in a geographically dispersed implementation The five separate training events will occur between 15 Sep 07 and 14 Sep 08 and will be conducted at either Maxwell AFB or Hurlburt Field, FL. The exact timing of these instructional events will be determined in consultation with the leadership of the Culture and Language Center and the USAF Special Operations School (for the benefit of AU faculty development). Funds for this travel will be taken from normal Center TDY funds, rather than added to the contract The contractor will maintain adequate telephone, internet, and computer services to support the project without reimbursement from Air University. The contractor will be reimbursed for travel to and from Maxwell AFB and Hurlburt Field, FL, and for lodging and other expenses while instructing. Site visit travel will be conducted on invitational orders from Air University/Air War College. The contractor will receive the usual travel reimbursements and per diem for these trips. The contractor?s point of contact within Air University will be either the Director/Deputy Director of the Culture and Language Center.
