THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. ***************************************************************** Purchase Request Number: F3W3087228A001 - Request for Quotation This document incorporates provisions and clauses in effect through the Federal Acquisition Circular 2005-07. ***************************************************************** Line Item 0001: Install Universal Crypto Modules (UCMs) with Embedded AES Algorithm; UNIT: XTS3000; QUANTITY: 4 Line Item 0002: Add AES Algorithm to Existing UCM; UNIT: XTS3000; QUANTITY: 116 Line Item 0003: Add AES Algorithm to Existing UCM; UNIT: ASTRO CONSOLETTE; QUANTITY: 5 Line Item 0004: Onsite Labor; QUANTITY: 7 DAYS **********Statement of Work************ Upgrade one hundred twenty (120) Motorola-manufactured XTS3000 hand held portable Land Mobile Radios (LMRs) and five (5) ASTRO Spectra Consolette Base Station radios to National Institute of Standards and Technology (NIST) Cryptographic Module Validation Program, FIPS 197, Advanced Encryption Standard (AES) secure communications capability. Serial numbers are attached (see attachment A) and will be the radios upgraded. *Recommended Service Solution* Company will provide transportation, labor, parts and software to upgrade the Land Mobile Radios on-site at Spangdahlem Air Base, Germany, which includes: . Furnish PCMCIA Cards and install AES algorithm software into Land Mobile Radios (LMRs) with existing programmable (Universal Crypto Module/UCM) hardware Furnish new Universal Crypto Module encryption hardware with embedded AES algorithm software into Land Mobile Radios (LMRs) with existing obsolete "non?programmable" Encryption Module Cartridges (EMCs) Update all one hundred twenty five (125) LMRs to the latest Motorola Radio System Software (RSS) release. *Logistics* Company will dedicate a service technician to this project for seven (7) calendar days, starting at a time mutually agreeable between Company and the U.S. Air Force. A technician will be made available on site at Spangdahlem Air Base for seven (7) days to perform the 125 radio upgrades. The Air Force will ensure a minimum of seventeen to twenty (17-20) serviceable LMRs are provided to the Motorola technician each day for the AES upgrade. Software upgrades of the LMRs do not include any alignment, repair or programming of the radios. This quote is a Firm-Fixed Price (FFP) proposal based upon 125 radios being collected and upgraded within a seven day window at Spangdahlem Air Base, Germany.
