Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quotes (RFQ). This full and open combined synopsis/solicitation number is W91ZLK-07-T-0800. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-19. The associated North America Industry Classification System (NAICS) Code is 423730 and the Business Size Standard is 100. This procurement is for the PURCHASE of Ch emical, Biological and Radioactive (CBR) Filter Units. The vendor shall provide the following Item: CLIN 0001 Provide and install 5 four stage CBR filters (Chemical, Biological, Radioactive) with down stream HEPA (High efficiency particulate air) filter units. Each shall be complete with fan, variable frequency drive speed control, duct, wiring, interface to building control system, electrical service to existing MCC (Motor Control Center) set on existing concrete pads. Final system configuration shall be Government approved before manufacture can begin. Each CBR shall have a nominal capacity of 5,000 CFM. In the following configuration Pre-filter, HEPA Filter, Test ports, HEGA filter, Test ports, HEGA filter, Test ports, down stream HEPA, fan. Fan shal l be capable of minimum 14 inch W.G. at 5,000 CFM high efficiency radial centrifugal design. Housing and ducting shall be 304 or 316 stainless steel. Inlet plenum recommended having top inlet to conserve space. Pre-filter and Hepa filter section with test ports. Two High Efficiency Gas Absorber (HEGA) section shall have gas residence time of 0.125 seconds (@5000cfm) for each section with test ports in between the sections. Downstream (Post) HEPA. Constructed and tested to ASME-N509 and N510 standards in a n approved NQA-1 facility. Test reports shall be provided along with the systems. Components shall be welded in series and mounted on a stainless steel base complete with fan assembly. Include magnahelic gages and piping to measure pressure drop at and between all sections to include overall system pressure drop. Prefilter gage, HEPA filter gage, HEGA 1A gage, HEGA 1B gage, Total system Gage. Include weather protection and rain cap over the gages. Lifting lugs, and aforementioned DOP test ports. Init ial set of Prefilters and HEPA filters. Government shall furnish and install the HEGA filters. Systems shall be set on existing concrete pads. Exhaust stack shall be aluminum or stainless steel. Duct shall be 304 or 316 stainless steel from wall penetr ation. Government shall remove existing CBR filters and make final connection between new system and existing duct. Electrical service shall be from existing Motor Control Center (MCC) to fan assembly with new disconnect switch, and electrical stabilize d non-feed back VFD (variable frequency drive) with fan controller. VFD shall be capable of interface with building control computer. Receive from manufacturer, offload, set on existing pad and connect to building systems. Automatic restart and control t o balanced set points after power outage. Government test shall confirm control to nominal 100 linear feet per minute air flow at the hoods. V-bed carbon absorber nominal 24 inch x 24 inch x 16 inch, HEPA filter nominal 24 inch x 24 inch x 11.5 inch (99 .97%), Pre-filter nominal 24 inch x 24 inch x 6 inch (90%). HEPA FILTERS SPECIFICATIONS: Filter dimension shall be 24 inch x24 inch x11-1/2 inch. Filter shall have a minimum efficiency of 99.97% when tested with an approved 0.30-micron thermally generat ed DOP smoke at rated capacity. Test procedures shall be performed per Federal standard 209 latest issue. Upstream and downstream concentration of challenge p articles shall be measured with a light scattering photometer. Filter shall be rated for 2000 CFM at 1.30 inch wg maximum pressure drop. Filter shall be UL 900 Class 2 and carry the UL 586 label. Filter pack shall be constructed by placing a continuous s heet of non-woven water resistant fiberglass media around hemmed-edge corrugated metal separators. Filter medial shall NOT CONTAIN ASBESTOS. Filter pack shall be sealed into a 16 gl, 304 stainless steel frame with fire retardant flexible urethane. Filte r shall include a permanently affixed, closed-cell, reliable gasket. Filter shall have an expanded cold rolled steel expanded protective mesh secured to the upstream and downstream of each filter. Note: The filters while in service can expect conditions of vibration, shock, thermal expansion, frame flexure, overpressure, varying temperature and humidity. Each size will be at the same lot. Each lot will be submitted for random selection and testing cost to the contractor. The Government has the right t o reject failures that exceed 5% of the lot. Filters must meet ASTM AG1 standards. Interface Module: JACE or approved equal interface module to provide communication between the individual lab room VFD controllers and the WEB based computer work station in the building mechanical technicians office. This panel shall be capable to communicate with up to 30 individual lab controllers. Section C FIF Prototype Module: Design and fabricate door assembly and filter lock down adjuster for the Government prov ided M-49 carbon filter tray. The Government shall provide design drawings of the existing 10 tray M-49 housing and a sample filter tray for form and fit. Coordinate design and manufacture of the prototype with ECBC POC. Government shall share in the ow nership of this design. Intent is to create a new door assembly which allows filter change out while wearing protective gear and gloves. Star nut hand wheels typical in the industry, along with (bell and spigot) end cap doors are envisioned. Module to u tilize crank-lock adsorber locking mechanism; lift off access doors with 4 or 6 star knob latches. Module to interface with standard containment housings (Pre-filter & HEPA containment housings). Shall be fabricated to ASME-N509 standard and tested to AS ME-N510 standards. CLIN 0002  Provide and install 2 five stage CBR filter units. Unit #1 is sized for a nominal 5000 CFM and shall include eight (8) GFE (Government Furnished Equipment) FIF (Fixed Installation Filters) filter modules. Uni t # 2 is sized for a nominal 3000 CFM and shall include six (6) GFE FIF filter modules. Units shall be provided with 304 fully welded stainless steel construction; Inlet transition with flanged connection; Pre/HEPA section; HEGA-1, FIF carbon adsorber sec tion (GFE); Intermediate test section; HEGA-2, FIF carbon adsorber section (GFE); Post HEPA filter section; constructed and tested to ASME-N509 and N510 standards in an approved NQA-1 facility; above components will be welded in series and mounted on a sta inless steel base with fan assembly; options to include magnehelic gauges, lifting lugs, weathercap, and DOP test connections; Initial set of prefilters and HEPA filters (Government will furnish the carbon adsorbers); Setting units on existing concrete pad s; Tie units into existing stack; stainless steel ductwork from existing duct (Government will make final connection); field insulated replacement ductwork and transition section (Filter Housing not insulated); electrical service from existing MCC to fan a ssembly, including a new disconnect switch, and VFD with fan controller; receive and offload fan/filter unit and set on existing concrete pads; Price shall include scheduling, pick-up and shipping of M-49 housing to factory and back to Aberdeen Proving Gro und, Edgewood Area. NOTE: SHIPPING CHARGES/FREIGHT SHALL BE INCLUDED, FOB DESTINATION TO US ARMY ABERDEEN PROVING GROUND EDGEWOOD AREA, APG, MD 210 10. ACCEPTANCE SHALL BE AT DESTINATION. DELIVERY IS REQUESTED WITHIN 16 WEEKS OF RECEIPT OF ORDER. In accordance with FAR 52.212-2 Evaluation  Commercial Items , the contract will be awarded to Lowest Price Technically Acceptable (LPTA). The tech nical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the quotation. To ensur e sufficient information is available, vendors are requested to provide descriptive material such as illustrations, drawings, or other information necessary for the Government to determine whether the product meets the salient characteristics of the requir ement. The Government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award on an all or none basis. The following clauses will be incorporated by reference. 52.209-6 Protecting the Governments Interest When Subcontracting with contractors debarred, suspended or proposed for debarment. 52.212-4 Contract Terms and Conditions Commercial Items, 5 2.223-11 Ozone-Depleting Substances, 52-247-34 F.O.B. Destination. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and DFAR 252.212-7000, Offeror Representation and Certification with its offer.
