- The Government intends to solicit and negotiate with only one source, American Science And Engineering, Billerica, MA 01821. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 ?(1) a s implemented by FAR 6.302-1.under the authority of FAR 13.106-1(b), for maintenance of Microdose X-Ray machinery installed by American Science and Engineering and currently located at Fort Campbell, KY. Restricting competition is based on this companys d esign and installation of the original systems and the duplicative cost to the Government to utilize another source to satisfy the Governments requirement. The NAICS code for this is 811219 and the small business size standard is $6,500,000.00. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition and awarded on an unrestricted basis. This is not a request for competitive offers and solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to c omply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See numbere d note 22. If no responses are received, the Government will proceed with the sole source negotiation with American Science and Engineering. Requirement consists of support for the base period of 01 October 2007 through 30 September 2008; and 4 option yea r periods (effective 01 Oct 08-30 Sep 09, 01 Oct 09-30 Sep 10, 01 Oct 10-30 Sep 11, 01 Oct 11-30 Sep 2012 per FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT) of Microdose X-Ray machine maintenance. Interested companies may identify their interest and capability to respond to the requirement not later than 20 September 2007. A request for a copy of the solicitation will not be considered an acceptable response to this synopsis.
