Description
The Government intends to solicit and negotiate with only one source, West Kentucky 2-Way Radio, Inc., 607 W. Everly Brothers Blvd., Central City, KY 42330-1887. The procurement will be conducted on a sole source basis in accordance with the statuto ry authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1.under the authority of FAR 13.106-1(b), for Emergency Call Processing E911 System Upgrade; Reverse 911 System; DIS Mobile Data and CADStar Equipment. Telecommunications Equipment to be in stalled by West Kentucky 2-Way includes Motorola/PlantCMLs VESTA E-911 Core System (E911) and Communicator NXT Mass Notification (Reverse 911). Restricting competition is based on 1) Certification of the PEI VESTA M-1 system by the Joint Interoperability Test Command (JITC) under the Defense Systems Agency (DISA) (website: http://jitc.fhu.disa.mil/) with the capability to process E911 calls to include location information associated with NENA-2 compliant data; 2) Command and control console application is certified by Nortel for connectivity to Nortel PBX equipment. Equipment must be JITC certified to connect to the Fort Campbell LAN; 3) The Reverse 911 Equipment (Communicator NXT Mass Notification) is one segment of the overall emergency communications s ystem on Fort Campbell, KY. All equipment must be integrated into the current and pending equipment installed in the Emergency Operations Center; providing a seamless integration with installations Land Mobile Radio (LMR) infrastructure with no downtime for emergency call taking during installation services; 4) The Mobile Data Equipment must be integrated with the existing mobile data terminals used by the Fort Campbell police integrated with the canopy equipment for rear area and cantonment coverage on t he installation and 5) The 911 systems interfaces directly with the LMR infrastructure on the installation and West Kentucky 2-Way Radio is the service provider for the LMR. The NAICS code for this procurement is 334219 and the small business size standar d is 1,000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 18 September 2007. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See numbe red note 22. If no responses are received, the Government will proceed with the sole source negotiation with West Kentucky 2-Way Radio.
