- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit written quotes on RFQ reference number W912L2-07-T-0023. All offers for other than Helmet Mounted Cueing System (HMCS) Visors and Display Unit (DU) will be treated as information onl y and will be considered for future requirements. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. (IV) This solicitation is being issued as sole source notification (see attached Sole Source Letter); the associated NAICS code is 334511. The size standard is 750 Employees. This is a Small Business Set-A-Side. (V) This combined synopsis/solicitation is for the following commercial item: 12 each HMCS Clear Visors part number 620530-03-04 and 1 each Display Unit part number 620520-01-05 (subject to availability of funds clause in paragraph XIII applies to the DU) . (VI) Description of requirements are as follows: See Paragraph V. (VII) Place of delivery is Air National Guard Air Reserve Test Center (AATC), Tucson, Arizona, 85706. Required delivery is 14 months after award of contract (long lead time). (VIII) FAR 52.212-1, Instructions to Offerors Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to provide requirements listed at paragraphs V and VI above and provide previous contracts awarded for HMCS Visors and DU as described in paragraph V. All offers for other than HMCS Visors and DU will be treated as information only and will be considered for future requirements. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price shall be used to evaluate quotes. All quotes for other than HMCS Visors and DU will be evaluated as informational only and will be considered for future requirements. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. All offers for other than HMCS Visors and DU will be treated as information only and will be considered for future requirements. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2004). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (14) (15) (16) (17) (18) (26) and (31), (c) (1) and (2). All offers for other than HMCS Visors and DU will be treated as information only and will be considered for future requirements. (XIII) The following clauses are also applicable to this acquisition: 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 252.204-7004 Alt A, Required Central Contractor Registration; 252.212-7001, Contract Terms and Co nditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252.225-7001, Buy American Act and Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. 52. 232-18, Availability of Funds Clause (April 1984). (XIV) The Government intends to award a Sole Source Firm Fixed Priced contract resulting from this solicitation. The place of delivery of this pending contract is at the Air Nat ional Guard Air Reserve Test Center (AATC), Tucson, Arizona, 85706. (XV) Quotes are required to be received no later than 12:00 pm PST, September 14, 2007.
