- This proposed solicitation is Unrestricted with Hub Zone Evaluation Preference. Estimated cost of construction is between $25,000,000.00 to 100,000,000.00. The NAICS Code 236220 is assigned with a Size Standard $31.0 M. Project is to construct a Museum at Fort Belvoir, Virginia is being advertised as a Request for Proposal (RFP). The request for proposal requires separate technical and price proposals to be evaluated based on best value. Construction completion is 365 days from notice to procee d. Work consists of construction to provide a secure museum quality, climate-controlled environment to house, process, treat and study unique and priceless historical art and artifacts which must meet Federal Law, Army regulations, and professional preser vation guidelines. This procurement will be evaluated based on Best Value for award. Large business firms are required to submit a subcontracting plan at the time of receipt of their proposals. The following are the projected goals for the project: Large Business Firms are required to submit a subcontracting plan with their proposals. The Small Business subcontracting goal for this procurement is 51.2% of the total subcontracting dollar value. Of that 51.2, 8.8% should be placed with Small Disadvan taged Businesses, 7.3% with Women Owned Small Businesses, 3.1% with HUB Zone Businesses, 1.5% with Veteran Owned Small Businesses and 1.5% with Service Disabled Veteran Owned Small Businesses.
