Description
Design and Construct an Armed Forces Reserve Center (AFRC), Niagara Falls, New York. Primary facilities include an Area Maintenance Support Activity (AMSA), Organizational Maintenance Shop (OMS), and Unit Storage Building. Buildings will be of perm anent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibi l ity for the disabled will be provided. Force protection measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent a ccess when standoff distances cannot be maintained. Air conditioning estimated at 22 tons. This is a two-phase solicitation. The evaluation factors for the first phase will be Technical Factors and Technical Qualifications. Phase two will consist o f y our Management Approach, Subcontracting Narrative, Subcontracting Plan, and Price. The estimated performance period is 720 caledar days. NAICS code is 236220 and size standard is $31M. The estimated cost of this project is $10-25 million. The Reques t fo r Proposals will be issued on or about 25 September 2007 and the Phase I proposals will be due on or about 29 October 2007. After the Phase I evaluation the government will select 5 contractors to proceed to Phase II in which they will be asked to p repar e their proposals for Phase II that will be due on or about 17 Jan 08.
